Senior Treasury Specialist - Asian Development Bank - Manila, Philippines

Job Purpose:

Provide leadership in the management of investment portfolios to achieve the division’s liquidity management goals and objectives and uphold ADB’s financial strength. Oversee the formulation and application of investment strategies, policies, and guidelines. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

Expected Outcomes

a. Portfolio Management
- Analyze and evaluate relevant fixed income markets with focus on relative value among market sectors and specific types of securities, as well as macroeconomic issues (such as interest rate movements and yield curve structures), to serve as inputs for the formulation of investment strategies, policies, and guidelines.
- Develop portfolio strategies including the formulation and execution of duration management and income enhancement within the parameters set forth by the investment authority and guidelines.
- Actively assist in the achievement of projected income targets from liquidity investment operations considering the trade-off between risk and return of various investment alternatives.
- Report portfolio exposure, strategy execution, portfolio performance and relevant market developments on a timely basis to the Assistant Treasurer.
- Assist in identifying new investment opportunities and recommending changes in the investment guidelines and policy as needed.
- Assist in departmental requirements related to ADB’s investment strategies and liquidity management operations.
- Develop and maintain effective relationships with counterparts to contribute to the best possible execution of transactions.


b. Asset and Liability Management
- Participate in various interdepartmental committees relating to funding requirements, ALM and risk management-related issues, among others.
- Oversee and monitor cash flow requirements to ensure funds are available for investments and disbursements and that excess liquidity is minimized.


c. Repurchase Transactions/Collateral Management
- Identify and review opportunities to expand repurchase/collateral management activities to enhance investment income.
- Coordinate with internal and external parties the review of new agreements and the resolution of related issues.

d. Foreign Exchange Administration
- Execute the division’s foreign exchange dealing and ensure best terms and accuracy of transactions.
e. Knowledge Management
- Keep abreast of market trends and regulatory requirements, and review Treasury activities for compliance with ADB policies, regulatory guidelines, and department practices and procedures.
Assist in ensuring the ongoing learning and development of the division in terms of strategies and products linked to the evolving market environment.

Educational Requirements:

Master’s degree, or equivalent, in Finance, Economics, Accounting, or related fields. University degree in Finance, Economics, Accounting, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree. Holder of other internationally recognized professional qualification such as Chartered Financial Analyst (CFA) is preferable.

Relevant Experience And Other Requirements:

- Complete understanding of the structure and functioning of global capital, money and foreign exchange markets, financial derivatives and fixed income investment instruments
- Knowledge of relative-value driven returns enhancement techniques, portfolio optimization strategies and risk management policies
- At least 10 years of relevant professional experience in commercial and international banking (or securities houses) or reserve management activities
- Actual portfolio management experience through the financial markets of fixed income/floating rate bonds, money market instruments, derivatives and foreign exchange
- Excellent oral and written communication skills in English
- International experience working in more than one country
- Ability to use technical financial instruments, including Bloomberg and Reuters dealing
- Suitability to undertake the responsibilities mentioned above at the required level
