Operations Coordination Division, PSOD, Private Sector Operations Department

Job Purpose:

Contribute and support coordination of the Private Sector Operations Department’s (PSOD) engagements in strategy and country programming work for the assigned developing member countries (DMCs) and ensuring alignment with private sector development related policy. As PSOD’s country team member, act as conduit of information between country programming units of the Regional Departments and line personnel of PSOD. Assist identification of potential technical assistance (TA) to support private sector operations, including principal development objectives in alignment with the Long Term Strategic Framework (LTSF). Coordinate and support business development activities, including outreach to project sponsors on corporate strategic objectives and country strategies.Undertake strategic and direct support to PSOD’s Regional Management Team (RMT) in the coordination, planning and monitoring PSOD’s human resources and matters related to institutional coordination. Work with clear policies and specific objectives with regular supervision.

Expected Outcomes

a. Country Strategy and Programming
- Provide support and coordination for PSOD personnel in contributing to country strategy and programming, as well as various annual country programs-related exercises, with particular focus on private sector development
- Provide assistance to PSOD personnel in coordinating and collaborating on the development of Country Partnership Strategies (CPS)
- Contribute to the formulation and annual update of the CPS of developing member countries, ensuring that private sector development issues are properly addressed.
- Act as conduit of information between country programming units of the Regional Departments and line personnel of PSOD

b. Project Management
- Identify opportunities to provide technical assistance (TA) in supporting private sector operations, including support in realizing principal development objectives in alignment with the Long Term Strategic Framework (LTSF).
- Support the development and administration of TA projects as assigned, ensuring proper context and alignment with relevant CPS and compliance with private sector development objectives.
- Coordinate usage of TA funding available to PSOD
c. Institutional Coordination
  • Identify/monitor PSOD’s institutional alignment and coordination concerns and requirements and make recommendations to PSOD RMT
- Contribute in the review of ADB-wide policy papers and prepare PSOD comments, and assist the Operations Coordination Division of PSOD (PSOC) in reviewing project related documents to ensure quality and consistency with ADB strategies and policies
  • Perform other coordination related work as directly assigned by PSOD RMT.

d. Human Resource Coordination
  • Support PSOD’s RMT in coordinating with BPMSD on the strategic and operational aspects of human resources.
  • Monitor the PSOD’s staff resources against the department's level complement allocation; advise on actions needed to comply with the level complement allocation; review proposals for staff recruitment, and movement and ensure compliance with HR management guidelines.
  • Draft the terms of reference for international and local staff positions
  • Monitors HR processes such as confirmation of appointments, performance evaluations, external learning and learning and development.
  • Serves as PSOD’s human resources focal point under the direct guidance of Deputy Director General, PSOD
e. Business Development
- Coordinate and support business development activities, including outreach to project sponsors on corporate strategic objectives and country strategies
  • Coordinate PSOD's annual Institutional Investors Seminar
f. Staff supervision
  • Provide leadership and support to reporting staff.
  • Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
Ensure the on-going learning and development of reporting staff

Educational Requirements:

A University degree in business or public administration, preferably at post-graduate level or its equivalent

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level
  • Knowledge about ADB’s private sector operations is an advantage
  • Work experience in a similar multilateral development bank is preferred
  • At least 4 years of relevant professional experience
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries
