The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.

UNOPS Asia and the Pacific Office (APO) have been appointed as the Fund Manager for the Multi-Donor Livelihood and Food Security Trust (LIFT) Fund in Myanmar. The Livelihoods and Food Security Trust Fund (LIFT) is a donor trust fund set up until at least 2016 to address food insecurity and income poverty in Myanmar. The Donor Consortium of the LIFT Fund comprises Australia, the European Community, France, the Netherlands, Sweden, Switzerland, United Kingdom, and the United States of America.
The overall objective of the LIFT Fund is to make progress towards the achievements of the United Nations Millennium Development Goal 1 for Myanmar, the eradication of extreme poverty and hunger.
The purpose of the LIFT Fund is to improve the food and livelihood security of the poorest and most vulnerable populations of Myanmar. As outlined in the log frame, the project has the following major outputs:
1. Increased agricultural production and incomes supported through improved production and postharvest technologies, improved access to inputs and markets.
2. Targeted households supported in non-agricultural livelihood activities and/or trained in livelihood skills for employment.
3. Sustainable natural resource management and environmental rehabilitation supported to protect local livelihoods.
4. Effective social protection measures that increase the incomes, enhance the livelihood opportunities or protect the livelihoods assets of chronically poor households.
5. Capacity of civil society strengthened to support and promote food and livelihoods security for the poor.
6. Monitoring and evaluation evidence and commissioned studies used to inform programme and policy development.
And, the following management outputs:
7. Funds are allocated in line with Fund Board policies and are accounted for in a transparent manner
8. Fund flow and partner performance are monitored and evaluated.
Functional Responsibilities
Under the overall responsibility of LIFT’s Communications Officer, and direct guidance and supervision of the LIFT’s Communications Assistant, the Translator will translate a variety of materials including reports, programme documents and research papers produced by and for the use of LIFT FMO.
Translating LIFT reports in accordance with formal Myanmar writing guidelines/style guide, consisting of:
1. primary reading through a text and correcting typographical errors, punctuation, spelling and easily-corrected grammar mistakes;
2. in-depth grammar and stylistic corrections, which may entail an entire re-writing of full sentences to obtain the best written Myanmar;
3. following up with original authors to clarify any confusing or unclear sections.
This includes but is not limited to the following tasks:
- Restructuring texts where necessary so that the report is clear and concise (Clear communications are easily understood and logical, avoiding unnecessary technical language and providing all significant and relevant information. Concise communications are to the point and avoid unnecessary elaboration, superfluous detail, redundancy, and wordiness)
- Checking facts and ensure error-free texts, and raising any related queries withFMO staff
- Ensuring that the Myanmar text has no spelling mistakes and grammatical errors
- Sub-editing text written by a number of authors to ensure a single consistent style for all reports
- Reviewing and correcting formats and ensure consistency and uniformity across all reports, checking manuscripts for correct design features, such as hierarchy of headings
- Creating and utilizing a style checklist to ensure consistency in hyphenation, capitalisation, formatting of references, etc.
- Raising, discussing and resolving any potentially libelous or particularly controversial sections
- Preparing preliminary pages for the title, contents and preface of a publication
- Ensuring that publications are prepared to schedule
- Ensuring that all references and sources are accurately and consistently cited
- Ensuring confidentiality of the original texts and source materials. The edited document submitted to UNOPS under the given ToR is the property of UNOPS and cannot be submitted, distributed to or used by any other party, unless arranged otherwise.
- The translator is obligated to work within the required deadlines and be available to UNOPS for comments and corrections.
- The translator will be required to provide 100% accurate translation of texts upon demand within the required deadlines. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under graphics, lists etc.
Competencies
Communication - the ability to write clearly and concisely in Myanmar is essential. Strong experience in Office Suite is essential. Experience in translating publications on livelihoods and agriculture is desirable.
Teamwork - the incumbent must work closely and reliably with colleagues in FMO. The ability to follow directions and maintain adequate transparency while doing so is required.
Planning and organizing - the incumbent will be required to work independently with minimal supervision and to prioritize work to ensure that the reports are ready within planned timeframes.
Accuracy- the incumbent will be required to be detail-oriented and able to detect and correct all errors or discrepancies in the text they edit.
Education/Experience/Language requirements
Education/Experience/Language requirements
- Master's degree in economics, agriculture, development, business administration or related disciplines, media or related subject with 4 years of relevant experience. A Bachelor's degree in these areas with 6 years of relevant experience is considered as equivalent.
- Technical training in journalism, copywriting, editing, proofreading is desirable but not mandatory.
- Experience in translation UN or INGOs documents would be a significant asset
- Proven experience in working with minimal supervision.
- Understanding of the socio-economic and political situation in Myanmar would be a significant asset.
- Excellent knowledge of English and Myanmar language skills, translating, writing and typing skills
- A proven record of attention to detail is required.
- Fluency in English and Myanmar is required.
