Energy Specialist - Asian Development Bank - Manila, Philippines

Job Purpose:

Identify, develop, implement and administer loans, technical assistance (TA) projects, and non-lending products and services (NLPS) in the energy sector, particularly focusing on the economic aspects of such products and services. Contribute in developing operational strategies and programs in the energy sector in the Developing Member Countries (DMCs). Develop economic analysis for energy sector aspects in general as well as subsector and project aspects in the DMCs of the Central and West Asia Department (CWRD). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.


Expected Outcomes

a. Strategy and Planning
- Provide information and analyses towards developing sector strategies and operational programs for the developmental stage of individual DMCs and their sector needs.
- Participate in and contribute to country programming ensuring that operational energy strategies are adequately reflected.
- Coordinate with the Resident Missions (RMs) for consistency, integration of policy commitments, and knowledge sharing.
b. Project Management
- Participate in developing projects, TAs, sector works, and economic analysis.
- Participate in processing loans and TAs in areas requiring policy, institutional and operational reforms, cross-border infrastructure projects, and risk analysis.
- Integrate ADB’s policies and guidelines in the design and implementation of energy sector projects.
- Undertake activities for the administration of sector and program loan and TA projects.
c. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences on the energy sector and other activities for advocacy, dissemination and knowledge building.
d. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.


Educational Requirements:

- Master’s Degree, or equivalent, in Economics, preferably with specialization in the energy sector or other related fields. University degree in Economics, preferably with specialization in the energy sector or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.


Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in the energy sector and proven track record of leadership in preparing economic analysis of energy projects, including renewable energy projects
  • Ability to assess and handle risks related policy options in the energy sector
  • Excellent oral and written communication skills in English
  • International experience working in several countries.
