Office of the Auditor General

Job Purpose:

Oversee the planning and directing of the Office of the Auditor General (OAG) activities and responsibilities, in regard to its audit function and its role of providing independent and objective audit and advisory services designed to add value and improve ADB operations. Anticipate the Office resource requirements and the efficient allocation of budget and resources. Oversee the quality of work, ensure the achievement of objectives of the Office and continuously keep Senior Management and the Audit Committee of the Board, through the President, informed of emerging developments and challenges. Manage a range of long term issues of strategic importance with long term implications for the direction and performance of ADB.

Expected Outcomes

a. Leadership and Strategic Management
- Establish and promote OAG's vision, goals, development strategies and key result areas (KRAs) in support of ADB’s objectives and in compliance with ADB policies.
- Oversee the planning, implementation and supervision of OAG's work programs as well as monitor the quality of outputs.
- Ensure OAG achieves established objectives and fulfills its mandate in alignment with ADB’s overall strategic direction.
- Provide leadership in professional and operational matters, taking the lead in introducing new or innovative approaches to policy and operational issues.
- Provide advisory services to Management and other Departments/Offices in line with the Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors
- Oversee the effective coordination and cooperation with other ADB departments/offices and internal stakeholders.

b. Operations Management
- Ensure that audit and advisory activities are carried out in an efficient, economical and effective manner.
- Provide leadership in the formulation of technical assistance proposals and supervision of implementation on a regional or per country basis to ensure upgrading of auditing capabilities of supreme audit institutions in developing member countries (DMCs).
- Collaborate with ADB's external auditor with regard to the audit of ADB's financial statements and issuance of management representation letters for the audit and to support ADB's bond offerings.
- Arrange audits by the external auditor for accounts of trust funds not included in the Engagement of Contract with the external auditor.
- Anticipate requirements for and efficiently manage the budget, resource allocation and utilization for the Office.

c. Internal Relations
- Provide support for relationship management and coordination with the Board, Senior Management and other departments.
- Continuously inform Senior Management of significant developments and challenges, and provide timely recommendations accordingly.
- Report at least semi-annually on the activity of the internal audit function, including a summary of recent audit reports and recommendations and the implementation progress of outstanding high risk recommendations.

d. Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

- Master’s degree, or equivalent, in Law, Business Administration, Accounting, Finance, Economics, or related fields. University degree in Law, Business Administration, Accounting, Finance, Economics, combined with specialized experience in related organization may be considered in lieu of a Master’s Degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant experience and demonstrated technical competence in finance, auditing or accounting; professional designation in a relevant field (e.g., CPA, CFA, etc.) would be desirable
- Proven ability to effectively liaise and communicate with Management, Board of Directors, staff and external counterparts
- Sound planning, managerial and administrative skills together with superior interpersonal and negotiating skills
- Ability to lead, manage and provide guidance to a professional group of auditors with diverse skills and knowledge
- Excellent oral and written communication skills in English
- International experience working in several countries.
