Director of Finance and Administration, Tarabot Iraq

Project Summary:  The Iraq Administrative Reform Project, Tarabot, works to improve the functions of the Government of Iraq’s (GOI) public institutions in order to improve services delivery processes through better governance and resource management approaches. This is a large USAID flagship project that includes nearly 40 expatriate and 250 local staff.

Position Summary: The Director of Finance and Administration will oversee all financial and administrative functions of the project.  Sh/e is part of the senior management team, and reports to the Chief of Party and the MSI Home Office.

RESPONSBILITIES:
• Manage all financial and administrative aspects of the project, including procurement, grants, sub-contracts, accounting, IT, logistics, human resources, transportation and administration;
• Human Resources:
o Manage the Director of Personnel and related staff.
o Ensure fair hiring practices; responsiveness to program needs; personnel pay, leave and record keeping.
o Maintain staff awareness of corporate ethics and gender policies.
• Financial Management
o Manage the Financial Manager and related staff.
o Maintain timely and accurate financial information.
o Maintain responsibility for all financial reporting to MSI HQ and USAID, in coordination with the Chief of Party.
• Travel & Logistics
o Manage the Travel & Logistics Officer and related staff.
o Ensure ability of technical teams to travel to clients given security constraints.
• Property & Procurement
o Manage the Procurement & Property staff.
• Security
o Primary liaison for the security and life support subcontractor.
o Primary liaison on compound health support.
• Information Technology
o Manage the project IT team.
o Maintain 24/7 connectivity with office and residences, to include Internet and VTC capability.
• Support regular field and Home Office audits of administrative functions.
• Support the Chief of Party in budget planning and monitoring.
• Establish and nurture effective professional relationships with clients, partners and host country entities.
• Participate as a member of the project’s Senior Leadership Team; perform as Acting Chief of Party as needed during absences of the COP.

QUALIFICATIONS:
The Director of Finance and Administration is a senior position which requires exemplary interpersonal and managerial skills as well as a sound base of administrative experience.
• Prior experience as DCOP, Director or Manager of Finance and Administration; experience on large USAID-funded international development projects preferred.
• Excellent managerial skills and the ability to hire, train and manage a large, multi-national team.
• Demonstrated attention to financial anti-corruption efforts.
• Ability to effectively manage (both directly and laterally) broad, senior-level, multi-disciplinary teams that span broad cultural, ethnic, and religious boundaries.
• In-depth knowledge of USAID regulations, contract implementation and labor regulations preferred.
• Proven skills in establishing and nurturing relationships with government officials in order to successfully negotiate solutions and work plans.
• Excellent spoken and written English language skills.
• Conflict zone experience strongly preferred.
• Experience in the Middle East is preferred.
• Candidates must be willing and able to live on the project compound in Baghdad (with travel throughout the country as needed), and to obtain medical clearance.
