Project/Proposal Summary: 
MSI is looking for a Deputy Chief of Party for an upcoming United States Agency for International Development (USAID) funded local governance and citizen participation activity in Mindanao Philippines. The project will focus on strengthening municipal government capacity and community involvement.  
 
Position Summary:
This full-time, multi-year position will be based in Mindanao with required in-country travel to target locations. The selected Deputy Chief of Party will report to the Chief of Party and be responsible for management of a diverse project team and ensuring that administrative and financial procedures comply with USAID, Government of Philippines, and MSI requirements.
 
Responsibilities:
• Management and oversight of project finance and administration in compliance with USAID and MSI requirements;
• Ensure appropriate design, monitoring, implementation, and reporting of grantees’, subcontractors’, and short tern consultants’ activities;
• Assist with start-up and initial work planning;
• Review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables;
• Assist with technical implementation as capable;
• Build capacity of local staff to more efficiently carry out their work;
• Serve as acting Chief of Party as necessary and in that role represent the project before USAID and Government of Philippines stakeholders.
 
Qualifications:
• Advanced degree in international development, public administration, economics, political science or another relevant field preferred;
• Experience in a leadership role, on donor-funded activities in the Philippines is desired. USAID experience is a plus;
• Proven ability to manage a diverse staff in multiple locations and foster teamwork;
• Experience overseeing grants and finances on relevant USAID-funded field projects;
• Knowledge of Philippine local governance in one or more of the following areas is a plus: municipal, elected official, and/or civil society capacity building; community engagement; policy reform related to decentralization; public financial management; participatory planning; public/private sector partnerships;
• Knowledge of programming in conflict management and mitigation a plus;
• Ability to travel within Mindanao;
• Must be fluent in English. Local language ability is a plus.
