Job Purpose:

To plan, install, and maintain data base management and related software in order to ensure the performance, integrity, security, and availability of ADB's data bases under the guidance of senior staff.


Expected Outcomes

Under the guidance of a senior staff, contributes independently by completing a variety of tasks assigned, covering all or a combination of the following functions:
Evaluates and plans the implementation of new and upgraded versions of data base management and related software, under general guidance of supervisor; installs and configures software, and tests to ensure that software meets required functionality, performance, and compatibility standards.
Assists the supervisor in reviewing application systems development plans and evaluating, testing, and proposing new data base management and related software products and new application hardware and software platforms.
Resolves technical problems and assists Systems Development, Operations, and other sections' staff in resolving problems relating to data base management and related software and application programming languages; provides support and assistance in use of data base management and other related software.
Develops, documents, implements, and enforces standards and procedures covering the use of data bases, data base management related software, particularly in the systems development, operations, backup and security areas, and trains appropriate staff of other sections in these procedures.
Creates procedures and uses software to gather statistics on data base utilization and applications systems performance, and assists with the tuning of the data base management related software and applications programs to achieve required performance levels.
Codes, tests, and implements in-house software and software exits as required for special data base management and application related tasks.
Reviews the design of data base applications for compliance with standards for data base management and efficiency of IT network resources.
Communicates with software vendors to identify solutions to data base management problems, explores capabilities of software under development, and maintains current knowledge of technology; through self-study and attending courses ensures up-to-date knowledge of data base and applications: programming trends and developments.
Performs ad hoc data maintenance and reorganization jobs to ensure the integrity and performance of the data bases, and performs regular file and software parameter maintenance activities to cover the requirements of application system changes and development and user access to systems.

Educational Requirements:

  • Bachelor’s degree in MIS, Computer Science or related area; preferably with advanced training

Relevant Experience And Other Requirements:

Work experience
- At least 6 years of relevant professional experience
- Related experience in international agencies will be preferred


Technical knowledge
- At least 6 years experience in computer system design, development and programming, including at least three years of experience in data base design and management and some systems programming experience
- Ability to visualize the operation and interaction of all IT components of a large-scale related to Oracle E-Business management, operating systems, Oracle RDBMS, Oracle Enterprise Manager and other tools such as SQL Developer, Java Developer, Oracle Applications Framework, MySQL, Cognos and Oracle Portal
- Training in system development project management, structured analysis and design, systems programming, database management, capacity planning, performance and tuning skills and sound expertise using Oracle Enterprise Manager tool
