Finance and Sub-grants Management Officer - DRC

PROGRAM/ DEPARTMENT SUMMARY: 
Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of around 200 people working in 5 regions. IMAGINE seeks to simultaneously improve availability of, access to, management of, and proper utilization of WaSH resources in selected urban centers in Eastern Congo to ensure sustained health impacts. In support of this Mercy Corps has recently completed a number of assessments as part of the Inception Phase (UKAID-funded) to define key needs around WASH infrastructure, water governance, market development and hygiene practice and better understand the environmental, socio-economic and gender issues that affect WASH needs and delivery.

IMAGINE identifies critical and inter-related outputs to address these causal factors preventing sustained improvements:
  • Improvements to Infrastructure to increase availability of basic WASH services from source to tap;
  • Improved market-based WASH Service Delivery to engage and incentivize market actors and create more viable, efficient and sustainable WASH markets;
  • Enhanced Governance and Accountability structures to ensure effective feedback loops among consumers, providers, and regulators of WASH services;
  • Behaviour Change interventions to improve knowledge and practice essential health practices;
  • Gender integration across all IMAGINE teams and activities; and Targeted gender interventions aimed at ensuring equitable access to, and control over, WASH resources.


GENERAL POSITION SUMMARY:

The Finance and Sub-grants Management Officer will support the reporting of financial information of the IMAGINE Program as well as managing the sub-grants and contracts ensuring that their expenditures and financial reporting is in compliance with the grant contracts, donor and Mercy Corps rules and procedures.
Also, the incumbent of this position will assist the Financial Reporting & Compliance Manager in the management of Mercy Corps DRC accounting.  


ESSENTIAL JOB FUNCTIONS:

Compliance:
  • Perform the financial review of purchase requests, purchase orders, and payment requests to ensure compliance with Mercy Corps policies and procedures and donors grants and contracts requirements;
  • Coordinate with the relevant departments to correct and improve as needed. 

Reporting:
  • Assist in the preparation of the monthly cash flow projection IMAGINE;
  • Prepare the monthly end grant spending report (BVAs) for IMAGINE;
  • Consolidate and prepare IMAGINE’s financial reports including budget projections.

Accounting:
Assist and support the Financial Reporting & Compliance Manager when required for the following tasks:
  • The process review of the month end closing including but not limited to review of sub-journals to ensure proper coding of all transactions; monthly reconciliation of balance sheet accounts; monthly payroll preparation process; monthly allocation of pooled costs;
  • Assist and support the Financial Reporting & Compliance Manager in the process review of the year end closing reports;
  • Set-up and maintain the grant file;
  • Maintain and distribute current copies of the approved coded budget to all relevant parties.

Management of Sub-grants:
  • Coordinate with the appropriate HQ Mercy Corps Department and Heads of programs to ensure that the evaluation and the selection process of the organizations which will receive a grant from Mercy Corps are in accordance with all required Mercy Corps procedures and donor regulations.
  • Maintain a filing system for subcontracts, grants and all other contract documents required by policy and regulations Mercy Corps donors;
  • Maintain sub grant financial files, process sub-grantee payments and reconcile sub-grant financial tracking to general ledger reports;
  • Process requests for payment or reimbursement submitted by recipients of sub-grants and ensure that payments are made within a reasonable time;
  • Together with the Finance Director or any person delegated by him prepare an annual calendar of sub-grant visits and their beneficiaries for financial review; 
  • Review sub grantee financial reports, assists in site audits and follow up on sub grant compliance issues.

Other
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned and appropriate by the Supervisor.

ACCOUNTABILITY:
REPORTS DIRECTLY TO:     Finance Director
WORKS DIRECTLY WITH:   Financial Reporting & Compliance Manager, Program Director of Imagine, all Program Managers, Heads of Field Offices, all MC DRC Staff and Headquarters Staff as appropriate.

KNOWLEDGE AND EXPERIENCE:
  • 1-3 years of finance experience, including budgeting and grant management;
  • 1-3  years of controlling program activities;
  • A university degree in auditing, finance, or a related business field is required;
  • Strong accounting skills and experience including management of the general ledger, journal entries, payroll, payables and balance sheet;
  • Strong background in compliance, donor regulations, and coordination with operations and program departments;
  • Experience in financial analysis and reporting within non-profit organizations;
  • Experience in training and capacity building of staff;
  • Advanced computer skills in MS Office programs, particularly Excel;
  • Fluent written and oral communication in French and English.


SUCCESS FACTORS:
The ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The ability to take financial data and present it in meaningful financial reports is essential.  The Financial Reporting and Compliance Officer must be willing to travel to Mercy Corps field offices and project sites.

LIVING CONDITIONS:     
This is an unaccompanied post based in Goma, DRC. The position is entitled to share staff housing in Goma and is not eligible for hardship but is eligible for one R&R per year.
The role will require travel estimated at 20% to Bunia, Bukavu, and Kinshasa where living conditions are clean and secure, but basic.
Living in Goma is comfortable, although water and electricity can be unstable. Outside Goma, travel can be dangerous and unpredictable due to armed forces and rebel activity.

While conditions in the country are improving, and security is quite stable in Goma, there are still pockets of violence and insecurity. Mercy Corps' sub-offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Air travel is necessary to get from one end of the country to the other.  Mobile phones and cellular service are widely available.  Internet is available in all Mercy Corps offices. There are a number of health services available with evacuation options for serious illnesses. There’s reasonable access to most consumer goods, although they can be expensive.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
