East Africa Dairy Development II - Regional Gender Specialist/Advisor

Job Description
Function:
The East Africa Dairy Development-II (EADD-II) Regional Gender Specialist/Advisor, under the overall guidance of the EADD-II Regional Director, is responsible for developing gender strategy and leading the overall implementation process. S/he will lead and support Gender  and Youth Coordinators in each EADD-II country in planning and implementing gender mainstreaming strategies, as well as training staff and other EADD-II partners in the implementation of gender and youth related components of the EADD-II project. The Regional Gender Specialist/Advisor serves as an associate and advisor to the Regional Director in carrying out gender related duties at the Regional level. S/he will focus on technical implementation of the strategy and Monitoring, Learning and Evaluation (MLE) of gender related activities at the country level.

Responsibilities:

  1. Develop a strategic road map, lead and support country Gender and Youth Officers in active and equal participation of women in all aspects of their work and ensure that EADD’s program is an opportunity for promoting gender equality and women empowerment at farm /household and through the dairy value chain
  2. Develop practical gender mainstreaming strategies, annual operating plans, and support EADD team members and partners to properly implement EADD’s gender standards in all their endeavors.
  3. Work closely with EADD country Gender and Youth Officers to ensure that gender-specific indicators and activities are developed in projects and gender-disaggregated data are consistently collected, analyzed, documented and used throughout project cycle management.
  4. Lead in gender analysis studies, baseline assessments, stage gate assessments, midterm reviews, and project evaluations to ensure that assessment tools and data collection procedures address gender-related issues.
  5. Work directly with the EADD country program teams to strengthen and expand participation of women in existing producer organizations and initiate new business models that reflect and contribute to building diversified livelihoods and leading more women to leadership positions.
  6. Analyze and package gender-disaggregated project progress reports from country offices prior to submission to the Regional Director.
  7. Coordinate the documentation of the project progress, lessons, good experience and impact of the project interventions at all levels.
  8. Lead and support annual performance management; identify capacity gaps/needs of EADD and partners’ staff and develop appropriate strategies to address them in collaboration with human resource department.
  9. Provide training to EADD teams and partners on gender mainstreaming through organized workshops and/or mentoring & coaching and monitor the application of the training.
  10. Establish or maintain proactive links with gender-focused networks including local and international humanitarian non-profit/non-governmental organizations, government line bureaus and coordination forums, as well as represent EADD in any meetings on the sector.
  11. Lead implementation of EADD operational policies, procedures and guidelines, especially gender equity, in all aspects of EADD’s work. 
  12. May as required help to develop strategies for youth participation regionally and at country level.
  13. May perform additional job-related responsibilities related to respective functions as assigned.
Required Experience
 Minimum Requirements:

  • Bachelor’s degree in gender and development, social development, rural development or any other relevant field, plus five (5) years’ job-related experience.
  • Minimum of one (1) year in a supervisory or leadership capacity.
  • Experience in development and planning of gender mainstreaming strategy – in relation to gender and women economic empowerment in Dairy Value Chain.
  • Demonstrated experience of integrating gender and diversity issues into livelihood & Dairy Value Chain interventions.

Preferred Requirements:

  • Experience working effectively within medium to large international agency.
  • Strong research background, particularly to gender equality.


Most Critical Proficiencies:

  • Knowledge of and skilled with developing and conducting gender analysis, including organizing and facilitating gender trainings.
  • Good understanding of the sustainable livelihoods approach and related issues.
  • Prior experience training/accompanying/learning in the field.
  • Well-developed assessment, analytical and planning skills.
  • Computer literacy, including facility with Word, Excel, and other relevant Microsoft Office Suite applications, as well as any other databases.
  • Experience leading strategy development and implementation monitoring in collaboration with staff.
  • Proven ability to synthesize and distil information from a variety of sources, to draw lessons from project documentation and to summarize complex   information accurately and concisely.

  • Ability to lift and carry up to 20 pounds (9 kilograms) floor to waist.
  • Ability to work with sensitive information and maintain confidentiality.
