Conflict Advisor Support Position, Monitoring & Evaluation Support Project, South Sudan

Project Summary:
The United States Agency for International Development (USAID), Program Office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) will provide USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. 

Position Summary:
The Conflict Advisor Support Position will reinforce the work of Mission Conflict Advisor in providing guidance and support to USAID/South Sudan implementing partners, widening understanding of conflict sensitivity through training, regular engagement and follow up, and complement continued research and analysis.
This is a long-term assignment expected to last one year, with the possibility of extension. The position is principally located in Juba, with travel throughout South Sudan as circumstances permit. 

Responsibilities:
  • Build partner capacity to integrate conflict sensitivity through orientation/mentoring and training. 
  • Assist/mentor partner organizations to 1) interpret macro-level conflict analysis and conduct local level analysis; 2) utilizing conflict analysis to inform interventions; and 3) develop or adjust interventions to maximize opportunities and reduce risks. 
  • Assist Implementing Partners to incorporate conflict sensitivity in Work Plans and Performance Management Plans.
  • Assist in the creation of appropriate contextual and conflict indicators. 
  • Create a resource base of current documents and tools. 
  • Ensure conflict sensitivity is mainstreamed into evaluations. 
  • Provide support for donor coordination, development and piloting of a shared conflict sensitivity screening tool. 
  • Support the establishment of a joint donor conflict sensitivity resource center. 
  • Assist in staff development and capacity building for USAID staff with a strong focus on FSN staff with regard to conflict analysis, conflict sensitivity integration, and M&E. 
  • Assist in the development of Mission policies and procedures for conflict sensitivity integration. 
  • Provide background briefers and briefings as required. 
  • Support the development of the Mission’s Collaboration, Learning, and Adapting agenda as it relates to the Conflict Advisor’s role and responsibilities.
  • Support the establishment of an inter-agency working group on conflict and resilience. 
  • Support Conflict Forums/Stability Working Group by assisting in the re-establishment of constructive working relationships and, where necessary, support the organization and administration of Conflict Forums/Stability Working Group.
Qualifications
  • Master’s Degree in Conflict Studies or related field.
  • Strong background in the practical application of conflict sensitivity integration. 
  • Experience in understanding the conflict drivers present in South Sudan.
  • Experience and training on mainstreaming ‘Do No Harm’ principles and approaches.
  • Experience in Africa, preferably South Sudan.
  • Strong communication and interpersonal skills.
  • Fluency in spoken and written English.
  • Familiarity with USAID and/or other international development donors. 
  • Excellent research, data collection, analytical, project management and writing skills strongly preferred.
