The EU funded programme ‘Improving Food Security and Reducing Poverty through intra-regional Fish Trade in sub-Saharan Africa. The programme is designed to enhance the capacities of regional and pan-African organizations to support their member states to better integrate intra-regional fish trade into their development and food security policy agendas. Focusing on four main trade corridors, in Western, Southern, Eastern and Central Africa, the proposed action aims to strengthen the evidence base for coherent policy development at national and regional levels, support the formulation and implementation of appropriate policies, standards and regulatory frameworks to promote intra-regional fish trade, and strengthen the capacity of private sector associations, in particular of women fish traders, to enhance the competitiveness of small- and medium-scale enterprises engaged in this trade.

The Communication Officer will be responsible for developing and delivering internal and external communication strategies of the project working closely with our implementation partners. The Officer will analyze monitoring and evaluation data so as to provide recommendations on appropriate strategies to communicate the activities and programme outcomes for others as well as develop tools for capacity building.

Key Responsibilities:
  • Develop internal and external communication strategies
  • Develop “Brand Image” of the EU Programme on Fish Trade
  • Oversee the implementation of these strategies
  • Develop monitoring and evaluation tools for communication initiatives
  • Analyze the performance of communication activities
  • Develop communication tools to support policy influencing
  • Project the image of impact of the Programme
  • Conduct capacity strengthening on communication for influencing policy
  • Assess opportunities for communications to support successful policy implementation

Skill Requirements:
  • At least a bachelor’s degree in Communications or Journalism
  • 3- 5 years relevant work experience in communications, media relations,  journalism or development communications
  • Strong English language and editing skills required (Please submit writing samples)
  • Media relations experience preferred, with focus on communications for policy influence
  • Experienced in developing working relationships with a range of stakeholders at the local and national level
  • Background in strategic communication for effective information provision at a project/ programme level.
  • Familiarity with research, knowledge of pro-poor development, agriculture, fisheries, fish trade, and fish production systems in Africa
  • Able to work within tight deadlines and deal with pressure situations
  • Sound judgment, effective decision-making and personal accountability
  • Possess the ability to identify potential issues and provide solutions
  • Reliable, confident and enthusiastic with excellent organizational skills
  • Highly collaborative and team oriented

Highly Desired
  • Knowledge of how gender relations influence the effectiveness of communications in Africa
  • Ability to work in French and/or Portuguese
  • Experience using video and photography to document stories
