WASH Project Manager - Maroantsetra, Madagascar

Plan, develop, monitor and evaluate the assigned WASH project(s). This involves assessing WASH needs, designing projects, writing proposals, initiating, effectively managing and reporting on projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction, meeting quality standards in WASH delivery, and manage and train WASH staff.


Project Overview
In July 2013, Medair officially launched the Rano Tsara II WASH project, due to last for 42 months. This WASH project will serve over 137’000 beneficiaries within 10 districts, working with the local communities to provide over 700 water points and 800 latrines. The infrastructure will be accompanied by a large-scale behaviour change communication campaign and capacity building process. The identification and training of local enterprises for the construction and installation of new water infrastructure plays an essential role in the project’s objectives to develop the locally available WASH services.

Key Activity Areas
WASH Project Management
  • Manage the assigned WASH project(s) in order to meet the project objectives within budget and within the allotted time frame.
  • Develop and implement an appropriate and effective WASH strategy in consultation with other WASH staff and field managers.
  • Set clear objectives and indicators for WASH activities in collaboration with the WASH staff, field managers and, where appropriate, with the local communities.
  • Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
Staff Management
  • Line-manage various team members, including development and training, appraisals, the resolution of conflicts and taking disciplinary measures in coordination with the HR Manager.
Financial Management
  • Manage the WASH budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
  • Collaborate with the wider Medair team in order to ensure correct procedures and anti-fraud measures are respected.
Communication and Coordination
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the WASH team, Medair in-country and HQ WASH managers, advisors and other relevant stakeholders.
Logistics
  • Support the logistics activities of WASH staff, particularly in relation to the purchasing of supplies and equipment for the assigned WASH activities.  In particular, assist the sector managers in defining material and equipment needs for the project activities in terms of specifications, quantity and timings in order to ensure an early planning of procurement and logistic needs.
  • Ensure a good level of communication and sharing of information with the support team in order to ensure that the implementation of water infrastructure activities respect Medair’s procedures.

Qualifications
  • BSc / MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology desirable

Languages
  • Strong working knowledge of English (spoken and written)
  • Strong working knowledge of French (spoken and written)

Experience / Competencies
  • 2 years post-qualification professional experience in a relevant field
  • Management experience in a WASH context
  • Experience working in a WASH programme in a developing country, preferably in a humanitarian context desirable
  • Experience using GIS software desirable
  • Knowledge and understanding of humanitarian standards such as Sphere and HAP
  • Good communicator
  • Ability and willingness to manage project implementation
  • Good numerical, report writing and administration skills

Working Conditions
  • This is a field position based in Maroantsetra, with frequent visits to Mananara and working and living conditions may be very different to that previously experienced.  
  • The security situation in Maroantsetra and Mananara is stable – the main threat will be from cyclones.
