Cardno Emerging Markets (UK) Ltd. is preparing to tender for the ‘Transforming the Economy through Climate smart agribusiness (NU-TEC)’ programme in Northern Uganda (formerly advertised as Improving Rural Markets Value Chains).. The programme will provide climate smart, pro-poor market development advisory services in support of agribusiness in Northern Uganda to facilitate development of markets and business models that benefit the poor and increase climate change resilience. This would most likely be done through identification and analysis of market failures and establishing partnerships with the private sector in order to overcome them using lessons learned from the M4P approach.

Cardno Emerging Markets (UK) is seeking a Team Leader candidate who will be responsible for the strategic vision, overall delivery and results of the programme. The Team Leader will also be responsible for the management of a team of international and local consultants. The programme is expected to last five years and located in Kampala with frequent site visits to Northern Uganda. 
Key Tasks:
  • Provide overall strategic direction to the programme and assume responsibility for meeting programme objectives.
  • Provide overall programme management in Uganda overseeing all components of programme implementation.
  • Act as spokesperson for the programme, and presenting its work.
  • Liaise with other active donors, key stakeholders and relevant programmes within the region.
  • Ensure a focus on poverty reduction remains central to the project strategy, activities, and implementation.
  • Supervise the work of all long and short-term staff and subcontractors.
  • Oversee key staff to ensure the monitoring and evaluation of the overall programme and timely submission of reports.
  • Develop and implement the programme strategy, business plan and budget, while ensuring value for money and delivery of results
Qualifications:

  • A Master’s degree in Business, Finance, Agricultural Economics or related fields.
  • A minimum of 5 years’ experience working on programmes using the Making Markets Work for the Poor (M4P) approach
  • Experience as a Team Leader on large donor-funded projects, preferably DFID. 
  • Experience of implementing agribusiness programmes in Sub-Saharan Africa.
  • Experience of working with and undertaking analyses of both the value chains and market systems approaches in an East African context.
  • Experience of working in private sector development and in particular, improving access to finance in the rural/agricultural sector.
  • An understanding of the vulnerability of the agro-economy to climate change 
  • A demonstrated understanding of women’s economic empowerment and making similar interventions work for women and girls 
  • A good understanding of the Ugandan context and experience working in Northern Uganda 
  • Be fluent in English;
