Senior Program Specialist - Governance for Equity in Health Systems

The Governance for Equity in Health Systems (GEHS) Program supports research in developing regions to strengthen their health systems and improve health outcomes.  Our program includes research on health information systems, financing, delivery, access and governance challenges across a number of regions.

As the Senior Program Specialist, reporting to the Program Leader, you will identify critical research issues; assist in developing the research strategy; and take the lead in managing, monitoring and evaluating a portfolio of research projects. Majority of the work will be working on the Innovating for Maternal and Child Health in Africa Program.  This program has a strong emphasis on strengthening primary health care in Africa through an implementation research approach. Understanding of the context, and issues of equity and governance to strengthen health systems are key.

In addition, you will provide intellectual leadership to identify and create strategic synergies with other thematic programs in IDRC, GEHS partner agencies, and other international organisations to ensure that IDRC is supporting key development challenges and opportunities in low and middle income countries.  

Candidate Profile  
Education 
  • PhD or a Masters with equivalent work experience, and a record of research in a relevant health or social science discipline such as epidemiology, public health, health informatics, political science, health economics, anthropology or public policy
Experience
This position requires a minimum of eight years’ relevant experience, which includes:
  • leading, managing and conducting research projects on issues related to health systems research, primary health care, maternal and child health in Africa involving multiple stakeholders;
  • assessing and strengthening research capacities through mentoring and supervising;
  • establishing and building partnerships with research organizations and end users;
  • consulting and building bridges between decision-makers and policy actors to influence public policy; and
  • working in low/middle income countries.
Note:  Candidates with less experience may be considered for appointment at the level of Senior Program Officer ($89,037 - $107,273).
Language
  • English and French language communication skills at an intermediate level
Knowledge
  • Knowledge of global public health arena and donor landscape in Canada, Africa and internationally
  • Technical expertise in the area of health systems including primary health care research and challenges
  • Knowledge of health and social policy issues in Africa and globally
