Project Manager, Food Fortification Program, Pakistan



Location: Lahore, Pakistan

The Project Manager is responsible to lead and manage the of GAIN Food Fortification program sub-grants  and activities in Pakistan  by providing support in regard to financial control and project management under the supervision of the Country Manager.

Responsibilities
  • Provide technical and management support to the Wheat Flour Fortification Project and Refined Vegetable Oil Fortification Program in Pakistan in close collaboration with Partners, Provincial Food Authorities, Provincial Departments of Health, Ministry of Industry, Ministry of Food Security and Research and other stakeholders.
  • Review and monitor program progress, including review of periodic progress and financial reports, conditions precedent and special conditions to be performed by the Grantees as spelled out in the Implementation Plan of the Grant Agreement. Ensure all reports are submitted in the appropriate GAIN format. Report regularly and precisely in writing to the Country Manager on the progress, delays, issues and actions to be undertaken.
  • Coordinate with UNICEF on advocacy activities with the public sector on mandatory wheat flour fortification and improved compliance on oil/ghee fortification.
  • Provide technical support to the public sector for the finalization of “Mandatory Wheat Flour Fortification.
  • Technical support to regulatory bodies and industry.
  • Review all financial reports, budgets, procurement tenders, subcontracting, audit reports and any other financial documents to be provided by the Grantees as per the Grant Agreement. Review, control and give a recommendation on all requests for disbursements. Ensure all reports are provided in the appropriate format. Report regularly and precisely to the Country Manager on the quality, accuracy and completeness of all financial reports and activities.
  • inform the Country Manager immediately and take any necessary action, as pre-agreed by the Country Manager.
  • Build networks, alliances or platforms and mobilize private sector champions in and around food fortification agenda. Revitalize National Food Fortification Alliance.
  • Provide technical support towards preparations for a National Food Fortification Act in Pakistan.
  • Support the Country Manager in organizing national seminars and consultations and garner political and policy commitment to food fortification agenda.
  • Document good/best practices and learnings and advocate for replication and mainstreaming of these learnings and practices in the system. Prepare and regularly up-date annual work plans for the Country Manager’s approval. Provide information to the Country Manager for the latter to develop the annual Program of Work and Budget, the quarterly forecasts and the monthly cash flow forecasts.
  • Liaise with Afghan colleagues on cross-border work and perform other related assignments as required by the Country Manager.
Experience
  • Minimum 7 years’ experience out of which minimum three years of experience in a management position, including supervision of other staff.
  • Project and partnership management and policy influencing experience would be an added advantage.
  • Some experience in policy advocacy, building platforms and networks is preferred.
  • Experience of working in the food industry or public health sector in Pakistan will be an advantage.
  • Experience working in nutrition a plus.

  • Successful project life cycle management expertise including ability to demonstrate and replicate impact at scale.
  • Proven ability on business development/fund raising and diversifying revenue growth.
  • Experience in working with financial and project management systems, accounting knowledge and skills.
  • Proven ability to work in an environment requiring collaboration with private sector, government, and national and international organization.
  • Effective negotiation and communication skills, both written and verbal.

Education
  • Post Graduate preferably with a degree in Food Technology/Nutrition/Rural Development Management/ International Development/Business Administration/Public Administration, or related fields.
  • Computer literacy with excellent Excel, MS word, Outlook, and Power Point skills.

Other requirements
  • Excellent command of spoken and written English.
  • Knowledge Urdu and Punjabi is a must.
  • Working knowledge of other languages is an asset.
