Project Management and Implementation Supervision and Resource Mobilization Specialist

Main purpose of the position
ICARDA invites applications from experienced professionals for the position of Resource
Mobilization Facilitator to support fundraising for agricultural research for development. The
position is responsible for the development and implementation of an institutional resource
mobilization strategy, identifying funding opportunities, and collecting and acting on donor
intelligence.

ICARDA has a global mandate, and works through partnerships with a network of global,
regional and national organizations.

Main responsibilities
· Coordinate closely with Research Programs, Outreach Programs and Project Managers
to ensure the timely inception and effective implementation of restricted projects.
· Conduct field implementation supervisions to the sites of restricted projects to closely
monitor the timely and effective implementation.
· Provide advice and enhance the capacity of project Managers and NARS partners in
project management, monitoring and successful implementation.
· Promote the good practice and update tools in projects’ management, particularly in
linking agricultural research grants with development investments to realize targeted
outcomes and impacts.
· Monitor and report on the budget utilization of large grants in line with itemized budgets
of related restricted projects.
· Contribute to the development and implementation of the resource mobilization strategy
through the identification of new opportunities for research for development activities
through regular monitoring of changes in donor policies and priorities that align with
ICARDA’s research priorities.
· Manage donor information such as contacts database, donor priorities, calls for
proposals and specific opportunities.
· Other responsibilities and duties assigned by ADG-ICC.
· International and regional travel will be required.

Education, qualifications and experience
· An advanced research degree (Masters or PhD) in agriculture, business management,
international development or related fields.
· Minimum of ten years of relevant experience in project design, implementation and
supervision. Also, relevant experience in resource mobilization for programs and
projects related to agriculture/rural development, at an international level. Additional
National and regional experience will be an advantage.
· Demonstrated and documented experience in project management and implementation
that led to adoption and impact at scale.
· Demonstrated experience in linking research grants to developmental projects, and
knowledge in innovation system platform, impact pathway, and theory-of-change.
· Acceptable knowledge of integrated system approach, community-and-participatorybased
approached.
· Experience in teamwork and working with multi-disciplinary teams with different
backgrounds and cultures.
· Demonstrated record in fundraising and resource mobilization for non-profit
organizations.
· Excellent knowledge of international donor community, investors, and their funding
opportunities.
· High level of competence in written and oral communication in English, report writing,
preparing proposals and presentations.
· Excellent skills in analysis, information management, and use of standard software
packages.
· Excellent interpersonal skills and demonstrated ability to work in teams in a
multicultural, international environment.

Terms of appointment, salary and benefits
The initial contract will be for 3 years, of which the first year will be probationary period.
Subsequent employment is decided based on the merit and productivity of the staff
member, and continued need for the position.
