Background Information - Myanmar

UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on
post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar.

The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM).

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS’ partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.
Background Information - Job-specific

UNOPS has been appointed as the Fund Manager for the multi-donor Livelihoods and Food Security Trust Fund (LIFT) in Myanmar.
The LIFT donors – Australia, France, the European Union, Denmark, the Netherlands, New Zealand, Sweden, Switzerland, United Kingdomand the United States – have contributed resources to a livelihoods and food security programme with the aim of making progress towards the achievement of Millennium Development Goal 1 (the eradication of extreme poverty and hunger) in Myanmar. Working through a trust fund modality, LIFT’s purpose is to sustainable increase food availability and incomes of 2 million targetbeneficiaries. LIFT is expected to continue operations until at least the end of 2018.

Functional Responsibilities

Under the overall supervision of the UNOPS/LIFT Fund Director, the direct supervision of the Monitoring and Evaluation Officer and in accordance with UNOPS policies,procedures and practices. The Monitoring and Evaluation Specialist will supervise the M&E Analyst, the IT & Database Associate and the M&E Assistant.

The M&E Specialist will be responsible for:

  1. Developing and updating of an effective M&E system covering  (a) projects supported by the Fund and (b) the Fund's own performance.
  2. Overseeing the development and testing of M&E tools, approaches and databases as part of the LIFT M&E system
  3. Ensuring that updated M&E data are collected, maintained, analysed and readily available to the Fund Managers Office (FMO), the Fund Board and to other stakeholders.
  4. Ensuring adequate feedback to/from Fund beneficiaries on data and analyses.
  5. Providing inputs related to log frames and indicators on proposals submitted the Fund.
  6. Analysizing the M&E data collected by the FMO or implementing partners, identifying important issues and lessons,and communicating these to the stakeholders concerned.
  7. Advising implementing partners on their own internal M&E systems (including tools and approaches for routine monitoring and periodic evaluations).
  8. Providing technical assistance to implementing partners to ensure participation in the Fund M&E process and an adequate flow of information and data.
  9. Routinely monitoring funded project progress, activity results and outcomes, and continued relevance and likely sustainability, recommending adjustments as necessary.
  10. Attending relevant technical meetings and maintaining contacts with all stakeholders,whether in Yangon or in the field.
  11. Maintaining a detailed knowledge of all issues relevant to monitoring and evaluation of livelihood and food security activities in Myanmar.
  12. Promoting information sharing on all aspects related to M&E among stakeholders.
  13. Providing information and advice to the LIFT Programme Officers to enhance programme delivery.
  14. Contributing to the development of the Monitoring and Evaluation Officer’s work plans and reports and of the terms of reference for national and international consultants.
  15. Supporting monitoring and evaluation missions commissioned by the Fund Board or UNOPS.
  16. Assisting the Monitoring and Evaluation Officer with translation of documents written in the Burmese language.
  17. Other duties as assigned by the Monitoring and Evaluation Officer or as and when required by the Fund Director.  
The job holder is responsible to abide bysecurity policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

·        Possess excellent technical skills related to socio-economic research as well as good communication skills.
·        Data management and data analysis skills.
·        Proven ability to work with minimal supervision.
·        Demonstrated strong interpersonal and motivational skills and ability to supervise a team.
·        Good writing and analytical skills.
·        Computer literate

Education/Experience/Language requirements

       
  • Masters degree in social sciences, political sciences, statistics or related relevant fields. A Bachelor's degree with additional 2 years experience may be considered in lieu of a Master’s degree.
  • 5 years of professional field experience with M&E of rural development projects 
  • Successful development and implementation of an M&E system at programme level is desirable
  • Previous successful involvement with and a good knowledge of NGOs and civil society required
  • Fluency in both written and spoken English as well Myanmar  language.
