Job Purpose:

Lead in the formulation and articulation of sector policy and strategies, engaging South Asian Developing Member Country (DMC) governments in policy dialogue on transport sector reforms, and conducting ADB’s activities to support sector policy and reforms. Lead in identifying, developing, implementing and administering loans, Technical Assistance (TA) projects, and non-lending products and services (NLPS) in the transport sector. Expected Outcomes

a. Strategy and Planning
  • Lead the development of policy and strategies for the transport sector in DMCs, in consultation with relevant government agencies, other stakeholders and Resident Missions (RMs).
  • Lead policy dialogue with DMCs to advance policy and institutional reforms in the transport sector, especially in areas of transport network development, asset management/maintenance, and road safety.
- Lead country programming activities and ensure that operational strategies and programs are adequately reflected in the resultant country programming documents.
- Lead and conduct country sector analysis in the context of sustainable economic development, and poverty reduction.
- Lead and coordinate with RMs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of transport sector policy commitments to the management of projects.
- Collaborate with other development partners in the transport sector for consistency and harmonization of approach, exchange of experience, partnerships, and cofinancing where appropriate.
b. Project Development
  • Lead in the development, processing of loan and TA projects and capacity building initiatives in the transport sector, ensure quality and compliance with respect to relevant ADB policy and strategies.
  • Liaise with and coordinate with development agencies on development of TA and investment projects.
  • Ensure key technical, economic, financial and crosscutting issues are addressed into project design.
  • Ensure project implementation readiness before approval.
c. Project Administration
  • Lead the implementation and administration of loans and TAs, covering advance procurement actions, project management, regular and midterm reviews, and completion reviews.
  • Ensure achievement of project intended outputs and outcomes in quality and timely manner.
  • Ensure proper monitoring of safeguard measures implementation.
d. Knowledge Sharing
- Lead, develop and maintain a knowledge base and network in the transport sector to keep abreast of the latest developments and issues.
- Contribute to activities for advocacy, dissemination and knowledge building around transport sector issues.
e. Staff supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
- Ensure the ongoing learning and development of reporting staff

Educational Requirements:

  • Master's Degree, or equivalent, in transport/civil engineering, economics, or other related fields. University degree in transport/civil engineering, economics, or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience
- Proven mission leadership capability for processing loan and TA proposals (e.g. had processed at least 2 loans and 3 TAs), and in the supervision and administration of loan and TA projects
- Strong interpersonal and cross-cultural skills to liaise effectively with government officials, staff and management of executing agencies, representatives of civil societies and other agencies engaged in the transport sector
- Excellent oral and written communication skills in English
- International experience working in development in several countries; experience in South Asia is an advantage
