Job Purpose:

As part of the HQ-RM joint venture team within CWRD and under the guidance of project officers, collects, coordinates and consolidates information to achieve specific functional results, and provides analytical, statistical and administrative support to the portfolio management.

Expected Outcomes

Analytical Functions
  • Assists in the preparation for and the implementation of activities relating to safeguards for projects under processing and implementation;
  • Assists in the review of documents for consultant recruitment, including shortlists, evaluation of proposals and negotiated contracts;
  • Assists in the management of consultant contracts, including monitoring of billings and account closures, as well as identifying and resolving contractual issues as necessary;
  • Assists in the review of documents for procurement of goods and services, including civil works, and the preparation of comments/recommendations, including procurement papers; and
  • Within the JV arrangements, coordinates activities with concerned sector divisions and departments in HQ.
Portfolio Management
  • Assists project officers in reviews and analytical and monitoring activities relating to project implementation and administration, especially in relation to safeguards, and interacts with executing agencies (EAs), consultants, and technical teams under the JV arrangements to achieve goals in project implementation and portfolio management, including safeguards implementation;
  • Assists in analyses of the country portfolio and preparation of background papers for quarterly country portfolio reviews with the executing agencies;
  • Participates in missions as necessary and provides assistance in collecting data on safeguards, contract awards and disbursements, project accounts, and compliance with loan covenants;
  • Familiarizes EAs with ADB’s loan procedures and assists as necessary in preparation of various reports;
  • Compiles data on safeguards implementation, and contract awards and disbursements for ongoing projects, analyzes status, and acts on shortfalls with EAs together with relevant project officers;
  • Monitors physical progress, safeguards implementation progress, expedites procurement/contract awards, and familiarizes EAs with ADB guidelines and procedures for the purpose;
  • Monitors progress in terms of outputs and deliverables, following up submission of project reports and financial statements, among others;
  • Maintains related project documents, records and files;
  • Updates individual projects performance reports, and provides background analyses of “at risk” projects; and
  • Provides background analyses regarding changes in project scope and implementation arrangements, reallocation of proceeds, extension of closing dates, and partial cancellations, among other things.

Educational Requirements:

Bachelor's degree

Relevant Experience And Other Requirements:

Work Experience
  • At least 5 years of relevant experience
Technical Knowledge
  • Demonstrates knowledge and understanding of ADB's operational processes and procedures.
  • Good computer skills in word processing, spreadsheets, graphics software, and ADB's PPIS, LFIS and other software products.
  • Good oral and written communication skills.
  • Good interpersonal skills and ability to work with individuals from different cultural and national backgrounds.
  • Ability to manage priorities and workload with general schedule of work, instructions, and standardized practices; and ability to work with minimum supervision.

- Able to provide guidance to other AS staff on assigned area of work
- Able to liaise and work effectively with government officials within own work location and with colleagues throughout ADB
