Job Purpose:

Engage in the development and implementation of the South Asia Urban Development and Water Division (SAUW) work program, through loans, technical assistance (TA), and non-lending products and services (NLPs). Provide support for analytical and thematic work applicable to the urban sector, particularly in terms of development of Country Partnership Strategy (CPS) for South Asia developing member countries (DMCs). Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

Expected Outcomes

A. Strategy and Planning
- Provide technical, analytical, and strategic inputs and analyses for country programming and contribute to the development of CPSs and Country Operation Business Plan (COBPs).
- Participate in interdepartmental working groups and country teams in addressing urban development and environment management issues.
- Participate in country teams and missions for planning and programming purposes and provide necessary inputs relating to urban operations.
- Liaise and coordinate with governments, donor institutions, academic institutions, private sector entities, and non-government organizations (NGOs) to facilitate ADB’s operations and dialogue in the urban sector.
B. Project Development, Processing and Management
- Undertake the identification, processing and administration of urban sector loan projects and programs in South Asia DMCs
- Provide technical support for mission leaders in conducting technical due diligence for urban development and urban environmental improvement projects and programs
- Assist in reviewing environmental safeguards documents, including both environmental impact assessments and environmental monitoring reports to ensure compliance with ADB safeguards policy requirements
- Attend to environment safeguards-related inquiries and/or complaints in compliance with ADB policies, regulations and operation procedures and escalate critical concerns to mission leaders.
- Undertake processing and or administration of TA projects and NLPs relating to urban development, municipal service delivery, environmental sustainability, climate change resilience, etc in the South Asia DMCs.
C. Policy and Project Evaluation
- Assist in the continuous assessment of the impact of policies, strategies and projects on the beneficiaries, and on the overall economic development of the South Asia DMCs.
- Support mission leaders in improving technical assessment of the urban projects and programs to ensure their compliance with the standards required by the ADB policies, guidelines, operation manuals and staff instructions.
- Monitor, analyze, and report on the key sector policy developments in the assigned DMC(s) in the South Asia. Assess the operational impact of ADB urban operation in the assigned countries.
D. Knowledge sharing
- Assist in the generation and dissemination of knowledge products that provide strategic advice and guidance and/or introduce new practice, approach or technology in the fields of municipal service delivery and environmental management for the South Asia DMCs.
- Participate in knowledge sharing and generation activities in the areas of urban development, municipal service delivery, environmental management, environmental sustainability, climate change resilience, etc.
- Contribute to the technical, operational, sector and thematic researches in support of developing policies, strategic options and operation opportunities.
E. Staff Supervision
- Provide leadership and support for reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

A university degree in urban development, environmental management, environmental engineering, preferably with specialization in municipal services (e.g. water supply, wastewater management, etc), urban environmental management or other related fields; preferably at post-graduate level or its equivalent

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 6 years of relevant professional experience in the sectoral or thematic area under consideration as well as exposure to the different stages of project cycle (e.g. project identification, project processing, and project administration), including the experience in conducting project environmental safeguards due diligence, and related activities; International experience working in several countries.
- Excellent oral and written communication skills in English
