Team Leader - Financial/Accounting

• Project: Safeguarding against fiscal and State-owned enterprise risks.
  The overall objective of the project of which this contract will be part is as follows: to contribute to effective and efficient implementation of the National Development Strategy (long term development strategy) and subsequent Poverty Reduction Strategy (medium term development strategy), particularly in the area of Public Finance Management.

• Duration: 36 months
• 
  
• Education: A university degree in finance and/or accounting or relevant directly related discipline, Professional internationally recognised accounting qualification.
• 
  
• Experience: - Minimum 10 years of professional experience of which at least 5 years in development cooperation in low and middle income countries, according to the latest classification of the WB3;
  - Minimum of 6 years experience in public financial management (PFM);
  - More than 6 years would be an asset;
  - Minimum of 1 year experience in delivering technical assistance to a Government in the area of performance monitoring/governance of state-owned enterprises as a project manager;
  - More than 1 year would be an asset;
  - At least 1 year of experience as project manager, managing a team of experts in one project;
  - More than 1 year would be an asset;
  - Experience in delivering TA in PFM area in EECCA countries (Eastern Europe, Caucasus, and Central Asia) and/or EU pre-accession countries is an asset;
  - Experience in EU funded projects in PFM is an asset.
