Job Summary

Background
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest development assistance program funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems.  Under the Education Partnership, there are three managing contractors with the largest, School Systems and Quality (SSQ) contract, being managed by Cardno Emerging Markets.  
 
Each of the three SSQ-supported components is national in scope, supporting existing government structures and National Education Strategic Planning. Component 2 of the Education Partnership is mainly delivered through the Government of Indonesia’s systems using grant funding from Australia. The grant funding will be used to support the nationwide professional development of education personnel. Component 2 provides technical assistance to MoEC and MoRA as they implement training programs developed using AusAID funding under the Educational Partnership to develop the capacity of principals, supervisors and provincial and district education personnel.
 
We are currently looking for a qualified personnel to fill in the position of Short Term International Adviser - Professional Development Quality Assurance.

Key Responsibilities

​The International STA Professional Development Quality Assurance will support the national Professional Development Monitoring and Evaluation Adviser, other Component 2 advisers and MoEC personnel to develop and implement systems and processes to quality assure, monitor and evaluate the effectiveness and impact of planning, management implementation and reporting procedures to support the national system of Professional Development of Education Personnel. The STA will be required to develop professional and productive working relationships with the Professional Development Monitoring and Evaluation Adviser, and key counterparts at the Board of Education and Culture Human Resource Development and Education Quality Assurance (Badan PSDMPK & PMP) at the Ministry of Education and Culture (MoEC) and the Ministry of Religious Affairs (MoRA). The Adviser will work as a member of a team of advisers in Component 2 supporting MoEC and MoRA.
The International STA will report to the Manager Component 2 and will be responsible for:
  1. Working with MoEC personnel and Component 2 advisers to design and develop procedures and systems to quality assure planning, management, activity implementation and reporting processes developed by MoEC to support the implementation of Grant Agreement initiatives.
  2. Working closely with the National Professional Development Monitoring and Evaluation Adviser and assisting with the development and monitoring of the implementation of the Performance Assessment Framework (PAF).
  3. Developing the capacity of MoEC and MoRA personnel, and Component 2 advisers in respect of quality assurance and monitoring and evaluation procedures.
  4. Contributing to the development and implementation of Component 2 quality assurance systems and procedures.
  5. Working with other Component 2 advisers, the SSQ Senior Quality Adviser and the SSQ Monitoring and Evaluation team to support the implementation, and monitoring and evaluation of all Grant Agreement and Component 2 activities.
  6. Preparing work plans and regular reports about achievements against agreed targets relating to the role.
  7. Other relevant duties as required.
Key Requirements for the Position:
The International STA Professional Development Quality Assurance and Monitoring and Evaluation will require the following skills and experience:
  1. Post-graduate qualifications in education, social sciences or related area.
  2. At least 10 years’ experience in designing and implementing education quality assurance and monitoring and evaluation systems and strategies including in development contexts.
  3. Extensive knowledge of and capacity to implement current quality assurance and monitoring and evaluation methodologies, including the Kirkpatrick approach.
  4. Knowledge and understanding of the Indonesian education system.
  5. Strong interpersonal skills and ability to liaise with stakeholders, particularly with Government of Indonesia counterparts and international education specialists.
  6. Demonstrated capacity to work as part of a team of professionals and contribute to the achievement of the team’s priorities.
  7. Demonstrated achievements in developing the capacity of personnel through coaching, mentoring and the provision of training activities.
  8. Highly self-motivated and demonstrated capacity to work independently and as part of a team including in cross-cultural contexts.
  9. Excellent written and verbal communication skills in English
  10. Capacity to communicate in written and spoken Bahasa Indonesian is desirable

Duration of Assignment
Up to 280 days in three inputs from July 2013 to December 2014.
