Senior Advisor Water, Sanitation and Hygiene (WASH)
Based in Kathmandu, Nepal
(International contract)

SNV has adopted a programmatic approach to its work in three different sectors- Agriculture, Renewable Energy and Water Sanitation and Hygiene. This is to ensure that within each sector, there is a clear framework for working at scale for impact and to assure quality at scale and to create a wider platform for knowledge generation and result validation.
The SNV Asia WASH strategy identifies three programmes:
  • Sustainable Sanitation and Hygiene for All in rural areas
  • Sustainable Sanitation and Hygiene for All in peri-urban areas and small towns
  • Functionality of Rural Water Supply Services
SSH4A programmes consist of 4 components: 1) Sanitation demand triggering and follow-up; 2) Strengthening sanitation supply chain development; 3) Developing Behavioural Change Communication (BCC) for hygiene and sanitation marketing; and 4) Improving WASH governance and multi-stakeholder sector development.
Similarly, FWSS consists of Improving WASH Governance, Post Construction Support, improving capacity and performance of Implementers and Operators.
The programmes aim to design interventions to sustain hygiene behavioural change communications over time. As this cannot be done within the scope of any programme within a limited period of time, the programmes focus on building the capacity in local line agencies and other relevant actors to develop, test and implement BCC. Anchoring innovative BCC in local organisations is the essence of the BCC component.
The objective of this position is 1) to contribute to overall quality of programme content, business development for Resource Mobilisation and management of the programmes, and 2) to lead the BCC components of the WASH sector programmes - building on the existing foundation focusing on strengthening BCC (develop, test and establish innovative localised behavioural change communication strategies with relevant stakeholders).
This is a senior advisory position that aims for strategic positioning, network development, resource mobilisaton, review & evaluation of advisory services, coaching and knowledge development.
Responsibilities
  • Ensure performance of WASH related programmes, corresponding to plans and targets by coordinating and communicating among WASH advisors;
  • Establish and achieve knowledge deliverables and quality standards for country programmes;
  • Support stakeholder client organisations in developing and implementing feasible BCC strategies and materials e.g. practical guidelines for application by a range of potential users;
  • Provide and lead advisory services for designing, implementing and monitoring BCC and ensure quality of BCC interventions;
  • Coach, guide and backstop programme teams in programme implementation and contribute to complex advisory assignments, not only related to BCC;
  • Conduct comparative studies and facilitate horizontal learning to improve practice and guidelines to identify and explore replication of good practices;
  • Promote knowledge exchange and networking with other SNV regions and externally by networking with other organisations for sharing and learning;
  • Coordinate and facilitate exchange with WASH programmes supported by organisations in Asia and Africa and contribute to the SNV Asia WASH knowledge network;
  • Lead the development of funding proposals, working closely with the Sector Leader and Business Development Coordinators (BDCs) and contribute to identify strategic funding partners and funding opportunities to achieve Resource Mobilisation targets;
  • Contribute to managing and implementing partnerships and establish and maintain national and international contacts;
  • Take part in national and regional events as appropriate and support content development for external communications;
  • Lead external communications in WASH programmes, ensuring coherence with the wider SNV Asia WASH programme and SNV corporate communications;
  • Ensure implementation of SNV’s monitoring for results (MfR) framework;
  • Facilitate and coordinate interaction with other sector teams (Agriculture and Renewable Energy).
CANDIDATE PROFILE
  • Masters in WASH related and specific BCC related field e.g. sociology, psychology;
  • At least 7 years of working experience in the WASH sector, including BCC experience;
  • Record of successfully introducing creative, practical and innovative ideas;
  • Record of working in WASH (Asia preferred) at senior level;
  • Native or near-native English language communication skills;
  • Evidence of producing knowledge products;
  • Ability to lead and synergize the efforts of a team of multi-disciplinary advisors with varying knowledge on WASH/BCC;
  • Proven track record of generating resources and preparing funding proposals for WASH programmes.
Reporting and accountability
The WASH Advisor will report to the SNV WASH Sector Leader of SNV Nepal.
Contract Duration: 2 years with the possibility of extension.
Desired start date: As Soon As Possible.

Medical facilities: There are a few international standard healthcare facilities in Kathmandu; daily connections to Bangkok or Delhi for advanced healthcare.
Educational facilities: International schools in English and French are available in Kathmandu.
Security situation: Improving political situation and stability and no direct security threats; low to moderate criminality levels.
Accessibility: Kathmandu connected to main Asian destinations with daily flights.
Communication: Advanced mobile, phone and internet connectivity is available.
