Job Purpose:

Support operational coordination for safeguard policy compliance for environment to the Private Sector Operations Department (PSOD) and provide specific inputs to PSOD projects to ensure compliance with these policies during project preparation and implementation. Monitor and report on project compliance with ADB's safeguards policies compliance and coordinate the planning and development of ADB environmental safeguards policies within PSOD and across ADB. Contribute to the evaluation, improvement and dissemination of ADB's environmental safeguards policies. Support ADB's goal of poverty reduction and sustainable development and provide assistance as needed for applying environmental safeguards and knowledge of international good safeguards practices to the development of tasks. Work within general policies, principles and goals, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Overall Coordination
- Provide day-to-day guidance and advice on environment safeguard compliance issues for the department, and resolution of environment safeguard compliance issues in planning documents, in consultation with the Regional and Sustainable Development Department (RSDD).
- Support in identifying and resolving environmental issues, particularly compliance risks for complex/sensitive projects, in undertaking activities such as reviewing project documents, participating in selected due diligence missions, etc., and categorizing projects/programs.
- Provide support in advising private sector clients on the improvement of environment policy compliance documentation.
- Support Project Team Leaders in complying with environment policies and practices in project implementation.
- Support and coordinate closely with other safeguard specialists (i.e., involuntary resettlement, indigenous peoples) within the department and across ADB in ensuring safeguard policy compliance relevant to private sector operations.
b. Safeguard Policy Compliance Monitoring
- Facilitate safeguard policy compliance of projects during implementation and review implementation issues, undertaking activities such as conducting review missions, etc.
- Support in identifying, monitoring and reporting on highly sensitive projects in the context of environment safeguard policy, coordinating where necessary with other safeguard specialists involved in those projects.
- Support in responding to documentation/reporting requirements of ADB Accountability Mechanism.
c. Policy Review
- Participate in ADB-wide environment policy-related activities and initiatives, particularly those relating to private sector operations.
- Contribute substantively to environment safeguard policy/Operations Manual (OM) revisions/improvements.
d. Knowledge Generation and Dissemination
- Keep abreast of global developments on the environment, and environment-related issues, policies, guidelines and processes at other multilateral institutions.
- Assist in public information and disclosure initiatives.
e. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in Environmental Engineering, Environment Sciences, Environmental Economics/Management, or other related fields. University degree in Environment Engineering, Environment Sciences, Environmental Economics/Management or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in environmental management
  • Familiarity with ADB environment safeguard policy and compliance requirements
  • Sound knowledge of policy and regulatory frameworks for environmental assessment and management in DMCs
  • Participation as an environment specialist in project processing and administration mission for private sector operations would be an advantage
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries
