 PURPOSE OF POSITION:

This position leads the development and application of WVC DME strategy, framework, systems, processes and products that support the National Strategy and sector secondary strategies and results in empowered communities and transforms systems and structures for the well-being of all vulnerable children in all our programs and projects.
This position is also responsible for strengthening the DME competencies of all technical and operations staff in WVC.


KEY RESPONSIBILITIES:
    • To lead the development and application of DME strategy, framework, systems and standards for all of WVC programs and projects
    • To ensure that all DME/LEAP and information management processes and products align with WV Partnership and best industry standards and facilitate learning and decision making at community and organizational levels.
    • Influence the organization, SOs and the partnership on DME/LEAP
    • Lead, manage and build a strong integrated team to implement the strategic intent and requirements of LEAP
    • Ensure quality knowledge management system for WVC is developed, reviewed and applied
    • Promote Christian Commitment and provide spiritual leadership to the team and also WVC as a whole.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Master’s degree in a relevant social science field
    • Training in program/project design, monitoring and/or evaluation
    • Fluency in spoken and written English
    • Knowledge of DME theories, systems, processes, methodology and tools
    • Strong systems thinker (ability to convert concepts into operational terms)
    • Excellent presentation and facilitation skills
    • Effective proposal and report writing skills
    • Demonstrated competencies in designing and implementing design, monitoring and evaluation systems
    • Three years of development programming experience, with at least two years in a field-based management role
    • Worked effectively under high pressure environments
    • Willingness to multitask
    • Flexible and ability to adapt
    • Able to take independence of action when required
    • Values diversity and is committed to people capacity growth
    • Commitment to and understanding of transformational development among the poor
    • Excellent relational skills, especially in a cross-cultural environment, and ability to work well with national staff and with other departments in WVC Commitment to life-long learning
    • Good team player
    • Must have process as well as results orientation

      PREFERRED:
    • Basic conversational Khmer or willingness to learn it
    • Experience in mainstreaming new concepts into action initiatives
    • Previous World Vision experience is an advantage
    • Previous experience working in SE Asia
    • Solution seeking (Sees problems as opportunities)
