Senior Education Specialist

Duties
We are seeking the services of a highly qualified and experienced Senior Education Specialist to assist the Ministry of Education and Sports (MoES) of the Government of the Lao PDR and the AusAID Vientiane Education Team to strengthen policy development, coordination and implementation of education sector investments. The advisor will be expected to have extensive experience and strong technical skills in education sector planning and implementation. The advisor will be required to provide high level advice to the MoES and development partners as the sector moves forward under an updated Education Sector Development Plan (to 2015). In line with the aid effectiveness agenda, strong coordination and liaison skills will be essential to assist MoES and development partners adjust to new ways of working together in this transitional phase.

The Senior Education Advisor will also provide policy advice to AusAID on development of its education sector program in Laos, particularly in aligning AusAID programming through the Government of Laos’ sector planning mechanism – the Education Sector Development Plan (ESDP). 

Eligibility / Other Requirements
• Advanced tertiary qualification in education, education policy, education management, education economics, or related field;
• Strong diplomatic, interpersonal and communication skills, and collegial work style;
• Extensive experience in advisory capacity within government institutions in developing countries, including at least five years at a senior level;
• Knowledge and experience in the application of education policy analysis and sector planning development and reform;
• Gender analysis skills and a demonstrated track record in mainstreaming of gender equality;
• Knowledge and experience in the application of evidence and evaluation findings to education policy, strategy and practice
• Demonstrated technical skills in production of quality policy and analytical papers, and sector planning, budgeting and monitoring;
• Demonstrated capacity development capabilities and understanding of human resource development;
• Experience working on education in Lao PDR essential;
• Lao language proficiency an advantage.
