Job Purpose:

Undertake a broad range of human resource (HR) responsibilities to contribute to the development, implementation and improvement of policies and programs to support the goals of the HR Strategy, with a focus on organizational initiatives (e.g. mentoring, secondment, development assignment, work-life balance, rewards and recognition, and staff engagement survey). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

Deliver assignments independently and as part of a team in a combination of the following broad outcome areas:
HR Strategy and Policy
  • Undertake projects and initiatives for the development, implementation, and improvement of policies and procedures to support the goals of the HR Strategy and aligned with ADB’s strategic objectives and business requirements.
  • Support research initiatives on emerging HR issues and formulation of measures or solutions that have ADB-wide application.
HR Programs
  • Formulate and implement responsive HR policies, programs and services to encourage high staff engagement, morale and motivation.
  • Undertake the implementation of organizational initiatives including mentoring, secondment, and development assignment programs; work-life balance; and rewards and recognition
  • Participate and contribute to human resources-related projects, such as the staff engagement survey.
  • Support the handling of complex or unconventional HR-related questions or problems referred from other HR functional units.
Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in business or public administration, human resources, social sciences or related fields. University degree in business or public administration, human resources, social sciences or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years' relevant experience within the field in a professional capacity.
Technical knowledge
  • Proven application of expertise within a specific area, or breadth across multiple areas with in-depth knowledge within one area
  • Able to utilize and share relevant knowledge to benefit the broader ADB community.
People and leadership skills
- Act as a mentor to the more junior team members, providing guidance on the delivery of services
- Act as a coach to develop capabilities/potential of more junior colleagues
Able to act as an effective team leader and people manager
