Job Purpose:

Prepare Country Operations Business Plans for Cook Islands, Kiribati and Tonga and contribute to the formulation of the Country Partnership Strategy (CPS) for Fiji and Country Operations Business Plans for Samoa and Tuvalu in line with national development plans, the Pacific Approach, ADB’s Strategy 2020 and other operational priorities. Contribute to various economic, thematic and sector work (ETSW) and stakeholder coordination. Provide support in the identification, design, processing, and administration of lending and non-lending products and services. Build effective partnerships between ADB and key stakeholders. Work with clear policies and specific objectives with regular supervision. Lead the Cook Islands, Kiribati and Tonga Country Teams and support SPSO operations in both substantive and administrative aspects.

Expected Outcomes

Strategy and Planning
- Carry out strategy formulation and operations programming and implementation, closely working with the Cook Islands, Kiribati and Tonga country teams; and guide relevant ADB missions as well as attend to strategic policy dialogue and consultations with the Government and other stakeholders.
- Contribute to strategy formulation and operations programming and implementation, closely working with the Fiji, Samoa and Tuvalu country team leader and other team members.
- Identify and pursue dialogue on key development issues relevant to ADB operations in Cook Islands, Kiribati and Tonga in consultation with the country team.
Economic, Thematic and Sector Work
- Help monitor and analyze macroeconomic, social and political developments in the Cook Islands, Kiribati and Tonga and support maintaining consistent and accurate statistical databases.
- Facilitate ETSW as contributions to country specific reports and write-ups such as the Asian Development Outlook, the Annual Report and the Pacific Economic Monitor for the Cook Islands, Kiribati and Tonga.
Project Management
- Assist in identifying, designing, processing, and administering loan and technical assistance (TA) projects and policy reform programs.
- Undertake TA projects and studies related to the analysis of economic and social issues in SPSO countries as assigned.
- Work with relevant government agencies to strengthen capacities for maintaining comprehensive, accurate and timely social and economic indicators and national accounts.
Stakeholder Coordination
- Support coordination and communication with key counterparts in the Government, in particular, the oversight agencies.
- Contribute to the coordination and exchange of information with multilateral and bilateral official development partners, private sector associations, civil society, and the academe.
Knowledge Sharing
- Participate in and contribute to internal and external training, conferences and other activities for advocacy, dissemination and knowledge building.
SPSO Administration
- Support Country Director and Head, Economic and Programming Unit in various administrative functions relating to the efficient and effective functioning of SPSO.
- Provide leadership and support to reporting staff..
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance, and ensure the on-going learning and development of reporting staff.

Educational Requirements:

  • A University degree in Economics, Development Studies, or other related fields; preferably at post-graduate level or its equivalent

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 6 years of relevant professional experience in economic or sector policy formulation, macroeconomic analysis, project economic and financial analysis, or related area as well as in project administration.
- Excellent oral and verbal communication skills in English.
- International experience working in development in several countries.
