Job Purpose:

To provide direct support to the Operations Coordination Division (PSOC) in the performance of operational and administrative functions, and those related specifically to technical assistance (TA) (administration, monitoring, and closing) and country partnership strategies (CPS) and to contribute to the improvement and strengthening of PSOC's knowledge base on technical assistance.

Expected Outcomes

Works independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors (International Staff and/or senior National Staff):
Coordination and Business Development
Provides administrative and support as required in connection with PSOC's collaboration efforts with Regional Departments in the context of country partnership strategies (CPS), private sector assessments (PSA), country operations business plans (COBPs), country programming etc. and its external business development initiatives.
TA Administration and TA Completion Reports (TCR)
Supports Private Sector Operations Department (PSOD) line divisions in preparing draft terms of reference for consultants, selection of consultants, administration of consultant contracts and monitoring the performance of consultants.
TA Operational Knowledge Base
Provides research support for line divisions in processing, developing, administering, monitoring and closing of TA including external funding sources (through the Office of Cofinancing).
Assists in development of PSOC's knowledge base websites in area of TAs.
Interfaces with internal departments within ADB, including the Office of Cofinancing in addressing external TA funding concerns and other issues identified by such departments in connection with TA processing and administration.
Performs administrative related functions such as processing of payment, liquidation, monitoring of utilization, closure of TA accounts.
Monitors progress of TA processing and administration and reports to PSOD Management.
Monitors the deadline for TCRs and ensures that all pending TCRs are updated in the relevant database.
Administrative and Planning Support
Assists with planning of various initiatives designed to facilitate PSOC's interaction with other ADB departments/offices and with the development of system and procedures to facilitate liaison and contact with partner institutions.

Educational Requirements:

  • Bachelor’s degree in Business Administration

Relevant Experience And Other Requirements:

Work experience
- At least 5 years of relevant professional experience
Technical knowledge
  • Demonstrates knowledge and understanding of Bank operational processes and procedures
  • Able to undertake background research and analysis on difficult but well defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports
  • In-depth understanding of the interactions between different Bank work areas and relevant workflows and their purposes
  • Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance
  • Proficient in ADB standard software programs and information technologies
People and leadership skills
- Able to liaise and work effectively with staff within own work location and throughout ADB
- Able to work collaboratively with teams as a constructive team member
- Excellent oral and written communication skills in English
