Job Purpose:

Identify, develop, implement, and administer loans, grants, technical assistance (TAs) projects, and non-lending products and services in water and rural development sectors. Contribute to the development of water, natural resources and rural development policy and investments in developing member countries (DMCs). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

Strategy and Planning
  • Provide policy and analytical support for the development of sector policies and strategies for water and natural resources sector, and rural development in assigned DMCs, in consultation with relevant government agencies and Resident Missions.
  • Contribute in the design and evaluation of innovative approaches as well as environmentally and socially sustainable models for implementing and operating water, irrigation and drought and flood mitigation and management infrastructure.
  • Contribute information and analyses to interdepartmental working groups on water, resources, irrigation, disaster risk reduction with respect to droughts and floods.
Project Management
  • Develop, process and administer loan and TA projects in the water, irrigation and drought and flood management, focusing on participatory and sustainable rural infrastructure development and in the broader context of climate change, food security, and sustainability considerations.
  • Integrate ADB’s policies and guidelines in designing and implementing water resources, irrigation and flood and drought management projects and programs interfacing with environment issues and compliance.
  • Provide advice to executing agencies on project preparation, implementation, and output and outcome monitoring. Monitor and provide advisory support for the adherence to ADB’s operational policies and quality requirements in technical due diligence.
Knowledge Sharing
  • Participate in and contribute to internal and external training, knowledge events and knowledge products on water resource, irrigation and flood management and other activities for advocacy, dissemination and knowledge building.
Staff supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in water resources engineering or natural resource management. University degree in water resources engineering or natural resource management combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience in water resources, flood management, irrigation, and rural development.
  • Broad-based work experience and thorough knowledge of water resources management; ability to develop, analyze and articulate project related issues; and a demonstrated ability to diagnose problems and propose reliable solutions.
  • Experience in dealing with environmental safeguard issues in water resources and rural development projects.
  • Practical experience of working closely with line ministries in client countries and sector management units both at headquarters and at country office level, as well as with multilateral and bilateral agencies.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries.
