Job Purpose:

To support ADB's work in social sector development in partnership with the Government, external development partners, the private sector, civil society organizations, and other stakeholders to further improve the quality and coverage of social services.

Expected Outcomes

Policy Support AreasSupports the Country Director and relevant international staff on policy reform initiatives relating to social sectors.
Monitors policy reforms in social sectors.
Prepares background papers and issues on social sectors as required.
Supports ADB's Headquarters missions and RM staff in policy dialogue with the Government.
Product Development
Assists in the design of components of loans/grants and technical assistance (TA) projects in social sectors.
Assists in the formulation and review of loans/grants and TA projects.
Assists in the formulation of ADB's Country Partnership Strategy (CPS), sector assessment, result framework and annual Country Operations Business Plans (COBPs).
Prepare knowledge products on topics agreed with the supervisor.
Project Administration
Under the framework of HQ-RM joint venture arrangement, administers the implementation of assigned projects by monitoring the progress; identifying issues and taking actions to address them; preparing internal procurement papers; reviewing procurement documents and papers for extension of loan closing dates and reallocation of loan proceeds; and other project administration tasks. Advises executing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, among other things, to ensure effective implementation.
Supports and coordinates with headquarter sector divisions for the above duties.
Other Operational SupportExplores potential areas of collaboration in social sectors with other development partners; actively participates in sector partners meetings.
Provides support to fact-finding and appraisal missions, including review of technical designs and cost estimates, liaison with Government officials, data and project costing, etc.
Maintains regular contacts with concerned Government counterpart staff.
Seeks cooperation with development partners, civil society organizations, and private sector.
Represents ADB in various development partner working group meetings on social sectors, and facilitates inter-agency coordination.

Educational Requirements:

  • Bachelor’s degree in social/economic development/business or related fields; preferably with advanced training

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years of work experience in social sectors with exposure to policy dialogue, project formulation, and project management
Technical knowledge
  • Knowledge of Government policies, reforms and programs in social sectors and social development;
  • Excellent analytical skills;
  • Familiar with local languages and institutions
  • Flexible/willing to perform variety of tasks and expand the scope of work and responsibilities as needed;
  • Good understanding of commonly used Windows applications; and
  • Familiar with government procedures, structure and institutions.
People and leadership skills
- Able to liaise and work effectively with government officials within own work location
- Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review
  • Able to work collaboratively with teams as a constructive team member
  • Strong planning, organizational, administrative and customer service skills
