Job Summary


The objective of this role is to support the The Department of Education in the Autonomous Region in Muslim
Mindanao (DepED-ARMM) to effectively monitor and evaluate at district, provincial and regional levels, for
evidence based decision making. The unified monitoring and evaluation (M&E) system will focus on
strengthening existing DepED-ARMM monitoring and evaluation systems rather than developing parallel
solutions.  The position is in the C4 category under AusAID's Advisor Remuneration ​Framework.

Key Responsibilities


Supporting the Project Manager for Unified M&E, the Monitoring and Evaluation Specialist will:
  • Support the development of the M&E framework ensuring its compatibility with DepED-ARMM; 
  • Work closely with the Team Leader to ensure compatibility of M&E systems and to ensure the Program system meets the data needs of the DepED-ARMM; 
  • Lead the implementation of M&E processes across the Program ensuring that learning is captured and used to drive activities by instituting regular training and workshops for Program staff, associates and partners; 
  • Support the design and facilitate annual evaluability assessments and M&E feedback workshops, and establish baselines. 
  • Assist to revise and update the framework as necessary and as part of the annual planning process. 
  • Ensure cross-cutting thematic outcomes are monitored through the inclusion of cross-cutting Thematic data such as gender disaggregated data, disability access data, and so forth.

Other Requirements


Key Selection Criteria:
  • Degree in social sciences or a relevant field, post-graduate qualifications in M&E highly desired. 
  • At least eight years’ experience in designing and implementing M&E frameworks and plans. 
  • Skills and experience in collecting, analysing and reporting on a range of qualitative and quantitative data using a variety of methodologies and sources. 
  • An in-depth understanding of the capacity constraints and opportunities for reform within GoP systems and processes. 
  • Excellent inter-personal skills with a demonstrated ability to work in partnership with diverse teams and stakeholders. 
  • The Monitoring and Evaluation Specialist must be able to demonstrate the following personal attributes:
