Planning and M&E Consultant, READ Program - Bangladesh - Save the Cildren

Summary
The Planning and M&E Consultant is responsible for overseeing, managing and leading the impact and program evaluations and/or sector reviews of the “Reading Enhancement for Advancing Development Activity (READ)” project in Bangladesh.  The project is funded by USAID valued between $14M - $15.4M for a period of four years.  S/he is responsible for ensuring that USAID requirements, M&E and reporting are met in a timely and quality manner. This requires liaising with technical and finance project staff and partners and developing the plans, tools, processes for data collection, analysis, and reporting. The position reports directly to the COP and will work closely with the government counterparts at the central and local levels, partners and beneficiaries. S/he will advise the senior project team concerning relevant issues associated with the progress of the program in order to facilitate any necessary changes in programming to meet targets and desired outcomes in the timeframe projected as best as possible. 
Responsibilities
• Ensure that all reports and related deliverables including work plans and performance monitoring plans required by USAID, SC, and other stakeholders are produced and delivered on time and are of a consistently high quality.
• Establish project monitoring plan and system for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring, this may include reviewing and adapting software for capturing and reporting data.
• Oversee data collection to ensure quality and consistency and compile and disseminate information in appropriate formats as needed for project planning and progress reviews.
• Provide technical assistance and training to staff and partners in the design and implementation of M&E activities, including through the provision of M&E tools and techniques.
• Work closely with the Planning Department of the Ministry of Mass and Primary Education in Bangladesh to ensure the successful implementation of educational planning, monitoring and evaluation.
• Organize internal and external evaluations as required by the donor and other key stakeholders.
• Identify additional staff and consultants, national and/or international as appropriate.
• Ensure coordination with other USAID programs and adhere to SC guidelines and protocols.
 
Requirements
• Master’s degree in Education, M&E, International Development or closely related field.
• Academic background in Education is required with proven technical, monitoring and evaluation experience.
• At least five years of experience in education project implementation development projects, preferably in a setting similar to Bangladesh.
• Related experience in project frameworks, performance measurement, indicator selection, quantitative and qualitative data collection and tracking systems, and analysis of methodologies.
• Proven ability to prepare M&E plans and reports as well as familiarity with USAID programs and relevant evaluation experience.
• Excellent interpersonal and communications skills and the ability to work well independently and within a team setting.
• Experience with the application of data to improve program management and desired outcomes under tight deadlines.
• Demonstrated skills in managing budgets and personnel, motivating and supervising team efforts to achieve success in complex activities.
• Excellent oral and written communication skills in English are required.
• Regional experience is desired, specifically in Bangladesh.
