Head of Modelling Team - Mekong River Commission

Key Responsibilities
  • Provide the IKMP Coordinator, the IKMP Management Team (IMT), and IKMP related staff both in the MRC Secretariats and NMCs and line agencies of the riparian countries, with appropriate managerial and technical assistance, and on the job training on all matters relating to the management, implementation and reporting in accordance with the IKMP Project Implementation Plan (PIP) and annual IKMP work plan
  • Provide technical advice and guidance to all modelling team members on daily work basis.
  • Lead the modelling team to improve quality and accuracy of technical works, modelling product, modelling services and capacity building including training to effective and efficient support to member countries and MRC programmes
  • Keep the DSF (Decision Support Framework) constantly updated, upgraded, maintained and reporting in a proper and transparent manner;
  • Run development and planning scenarios on DSF models, produces regular technical reports based on modelling output and assist the Modelling Team with routine and ad-hoc technical reports;
  • Assist the Modelling Team to master other analytical tools, especially the models in water resources engineering;
  • Assist to prepare short and long term training plans, reporting and the design and coordination of workshops, seminars, and management team meetings, with consideration of the IKMP/MRC integrated training strategy;
  • Assist to develop and maintain the combined programme work plans, and develop the necessary capacity for implementing the plan;
  • Assist to develop and implement information, communication and public participation strategies; design and production of multi-media materials, and to develop understanding and support within MRC and the member countries for IKMP
  • Supervise the IKMP activities undertaken by consultants procured under the IKMP;
  • Assist the IKMP Coordinator and the IMT, in conjunction with the IKMP technical advisers, and the appropriate IKMP working groups and the IKMP sub-committees, in designing format, content and procedures for modification and consultation, and drafting IKM procedures/guidelines for the consideration of the MRC’s Joint Committee.
Qualifications/Requirements
  • Master’s degree or higher in water resources engineering, river basin management/ natural resources management/ development economics and/or equivalent/related fields;
  • At least 12 years varied work experience related to river basin management planning and institutional establishment and management water resources and environmental management or related fields;
  • At least 8 years experience in working with water resources modeling and other related modeling and impact assessment tools and ability to set up varieties of modeling scenario and simulation in 1D, 2D and 3D models
  • Substantial experience, in developing and running models is required;
  • Deep knowldege and skill in operating, maintaining and developing of various hydrological modeling tools;
  • Substantial experience in computer modelling techniques applied to river basin;
  • Broad expertise in river basins with water sharing and trans-boundary water and environment management issues, experience with application of international water law principals is an advantage;
  • Proven capability and experience in providing technical assistance required for various facets of project implementation from a holistic management and advisory point of view under strong pressure and time constraints;
  • Demonstrated facilitation, team building and communication skill. Demonstrated ability to coordinate complex technical programs in a multi country/state setting with social, economic, and political differences;
  • Experience with implementation of project/ programmes financed by international financing institutions and or bilateral donor aid agencies as such Finland etc.;
  • Experinece with programme or project management, planning, and implementation.
  • Fluency in English, both written and spoken, is required. Excellent writing, presentation and reporting skills.
  • Working knowledge of one more riparian language is an advantage;
