Job Description
PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps Indonesia implements a series of integrated programs in urban Jakarta, Java, throughout Sumatra including Aceh, and Maluku, in the sectors of nutrition and health, livelihoods/ food security, access to financial services, water and sanitation, community development, disaster risk reduction and climate change adaptation. Cross-cutting themes emphasize community mobilization and participation, and working in partnership with and leveraging the resources of local government, local NGOs, and private sector partners.  Mercy Corps Indonesia’s goal is: To foster sustainable prosperity and resilience for vulnerable people through strategic partnerships between government, private sector, and communities. This strategy is achieved through activities contributing to the following five objectives:1)            Build sustainability, scale and synergy into our programs through strategic partnerships with and between communities, private sector, government and other stakeholders; 2) Improve opportunities for vulnerable people to attain better health and nutrition; 3) Increase the resilience of vulnerable communities to the impact of disasters, environmental degradation and climate change; 4) Increase and improveeconomic opportunities for vulnerable groups; 5) Increase Mercy Corps staff and organizational capacity to provide strong leadership andprogram management skills

GENERAL POSITION SUMMARY:
The complex multi program structure of MC Indonesia has been established with two key Jakarta-based program leadership positions reporting to the Country Director, the Director of Programs (DoP) and the Director of Programs for Disaster Risk Reduction and Climate Change Adaptation (DoP DDR/ CCA), as well as senior Indonesian staff on the board of Yayasan Mercy Corps Indonesia (YMCI), which is Mercy Corps’ local implementing organization. 

The DoP is responsible for supervising all aspects of day-to-day project implementation for Mercy Corps’ activities across the islands of Indonesia, primarily focused in Sumatra, Aceh, Java, and Maluku.  The DoP will work closely with the Director who oversees the disaster risk reduction, climate change adaptation programs and leads the Indonesia (emergency) Response Team.  The DoP manages a portfolio of programs that include: water and sanitation, maternal and child health, economic development and financial literacy.  In addition to providing support across the country program on Mission Metrics, M&E and the roll out of Program Management at Mercy Corps initiative and gender integration mainstreaming.

The DoP works the senior managers to develop and implement integrated programs that add value to development efforts, achieve the greatest possible impact, and hold the agency accountable to donors, government, and communities. The DoP will also work in coordination on new program development, leading and or overseeing the process of proposal development when appropriate. The DoP assists in the development and implementation of a country wide strategic plan.  S/he provides leadership and mentorship to the program team, is responsible for staff development, and acts as the Country Director during his/her absence.  

ESSENTIAL JOB FUNCTIONS:
Program Management and Implementation:
  • Provide overall supervision to the day-to-day implementation of activities in all program sectors outside of DRR and CCA program areas.
  • Monitor and promote all aspects of integrated programming to increase overall impact and quality programming at the community, district, and national levels.
  • Ensure programs are implemented in ways responsive to the communities, in line with MC principles, values and strategic plan, and follow MC compliance procedures.
  • Directly supervise program managers, national and expatriate.
  • Provide overall direction to daily implementation plans, ensure programs are coordinated and create opportunities for strategic discussion from the field teams to management and vice versa on implementation issues.
  • Oversight of the development and preparation of high quality donor reports for all programs under supervision prior to submission to the donor.

Vision, Leadership and Strategy
  • Provide leadership for the development of an overall nationwide strategy/annual strategic plan and development of nationwide logical framework and Monitoring & Evaluation system, working in close cooperation with the Country Director and the YMCI board.
  • Ensure linkages between field offices and program sectors; ensure cross program communication and learning; organize and facilitate country-level senior management meetings to create a platform for nationwide strategy, learning and facilitate integration of programs.

Program Development & Assessments
  • Lead or mobilize team members to conduct needs or programmatic assessments in new geographic areas and/or to develop follow-on programming in existing geographic areas. 
  • Map potential donors and draft high-quality proposals in strategic sectoral and geographic areas that match donor requirements and interests.
  • Ensure key stakeholders are included in this process and appropriate HQ comments have been included in the submission. 

Program Quality
  • In partnership with M&E and Reporting staff, ensure that M&E systems of programs are of high quality, provide regular impact and process data, and that all programs have baselines and evaluations; coordinate the yearly collection and reporting of Mission Metrics data.
  • Ensure all new programs are developed and designed to the highest possible standards, with rigorous M&E plans integrated from the outset. 
  • Ensure all managers and teams are implementing the Minimum Standards for Program Management. 
  • Work with the gender focal point, Country Director, and all teams to mainstream gender integration into Mercy Corps Indonesia’s program and support a gender sensitive work environment.   

Commitment to Staff Development
  • Work with Senior Mercy Corps Indonesia staff to recruit, manage and motivate an informed, skilled and efficient national and expatriate team; incorporate staff development strategies and Performance Management systems into team building processes.
  • Ensure all program staff under DoP management have Individual Operating Plans (IOPs) and are reviewed and provided with feedback on a formal basis each year.
  • Mentor and contribute to an atmosphere conducive to professional growth and development for program staff in accordance with Mercy Corps’ commitment to excellence and achievement; encourage a team culture of learning, creativity and innovation.

Representation and Diplomacy
  • With guidance from the Country Director develop and maintain both internal and external relationships to ensure optimum program success including Mercy Corps headquarters and regional offices and teams, international and local NGOs, government officials, donor community officials, diplomatic corps and embassies, private sector partners, vendors, media and the general public.

Management and Administration
  • In partnership with the Country Director, maintain effective operational systems, including finance, logistics, security, and administration.
  • Ensure transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.

Organizational Learning
  • As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Accountability to Beneficiaries
  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
SUPERVISORY RESPONSIBILITY: Program Managers, Heads of Office and Project Coordinators based in or working on programs in Sumatra, Aceh, Java, and Maluku and other new areas as they come on line.
ACCOUNTABILITY:
REPORTS DIRECTLY TO: Country Director
WORKS DIRECTLY WITH: Finance and Compliance Manager, Operations Manager, Program Managers, Project Coordinators, Program Staff, TSU and POps staff in both Portland and Scotland.
KNOWLEDGE AND EXPERIENCE:
  • BA/S or equivalent in management, international development or other relevant field; some economic development studies and MA/S required
  • 5-7 years’ experience administering donor grants for a variety of sectoral areas for both relief and development initiatives; specific experience in economic and micro enterprise development.
  • 5-7 years’ demonstrated ability to build staff capacity in cross-cultural settings as well as excellent team-building and interpersonal skills.
  • 5-7 years of field experience, in positions of increasing responsibility.
  • Verifiable record of developing successful proposals for new projects and programs from conception to submission.
  • 5-7 years’ experience with donor requirements of USAID, UN, EU and private donors and foundations.
  • History of working effectively and respectfully with host country government, INGO and NGO partners.
  • Previous experience working in Indonesia and/or knowledge of the region preferred.
  • Experience working in an insecure environment and knowledge of security management planning preferred.

The successful Director of Programs will apply a strong combination of team leadership, program development and relationship building abilities along with a sense of curiosity, urgency, and joy for the work.  Excellent negotiation and communications will provide for continued development of donor and partner relationships.  The successful DoP will have a strong commitment to teamwork and accountability and the principles of participatory community-oriented development.  The most successful Mercy Corps staff members make effective communication a priority in all situations and maintain a sense of humor.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
Jakarta provides a secure living environment that is suitable for families. It offers a number of individual housing options with good utilities. This is an accompanied family post. The DoP is expected to conduct regular field trips, spending up to 50% of his/her time in the field; many of these sites require an awareness of possible security threats and knowledge of changing security environments.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
