Chief Technical Adviser (CTA), Rural Water and Sanitation, Nepal

The Rural Water Supply and Sanitation Project in Western Nepal (RWSSP-WN) is a bilateral development cooperation project funded by the governments of Nepal and Finland.

The first phase of the Project started in 2008 and is due to end in summer 2013. The second phase (completion phase) is expected to start in summer/autumn 2013. The duration of the second phase is 5 years.


The overall objective of the completion phase of RWSSP-WN is the improved health, socio-economic status and fulfilment of the equal right to water and sanitation for the inhabitants of nine districts of West Nepal.
The immediate objectives are:
  • Adequate sanitation and hygiene behaviour and sustained year-round access to sanitary toilets at home and in public places for 800,000 of 280 non-ODF VDC's (Village Development Committees)
  • Adequate sustained year-round access to sufficient, reliable, safe drinking water at home and in public places for 172,000 people in 156 VDC's
  • Adequate WASH sector coordination and planning and post-construction services.

Qualifications Required (Only the experts meeting the set criteria will be shortlisted and contacted)
  • Master’s degree in Water Supply and Sanitation Engineering/ Civil Engineering/ Environmental Sciences/ other appropriate field 
  • Prior knowledge of Nepalese or South Asian development and social context
  • Capacity and ability to promote gender equality and social inclusion
  • Excellent communication skills in verbal and written English. Nepalese is an asset
  • Excellent interpersonal and leadership skills.
Professional Experience Required
  • Extensive experience in leading multidisciplinary teams in long or short term assignments in developing countries (as a Chief Technical Advisor/Team Leader)
  • Experience in Project Cycle Management in donor supported programmes in Asia
  • Experience in rural water supply and sanitation in developing countries
  • Knowledge of decentralization and local administration, Community based Water Use Plans, Small-scale sanitation, Arsenic mitigation, Small-scale irrigation, Energy and solid waste systems is considered as an asset
