Job Purpose:

To provide technical, analytical and administrative support in the implementation of information and communications technology (ICT) services, programs and projects in the field office (FO).

Expected Outcomes

User Support and Service Operations
- Provide support to conceptualize and implement a local service desk function, which is aligned to OIST’s service management framework
- Monitor support performance; gather, compile and codify support metrics and processes into a knowledge database; propose measures and consult with OIST on improving ICT support in the FO;
- Implements the periodic maintenance plan for all IT hardware and telecommunications equipment and carry out quality assurance procedures
- Serve as the FO’s local system administrator
- Provides technical support to staff and other personnel in the FO including HQ staff on mission, consultants and ensure delivery of ICT requirements for ADB-SLRM activities/events, as needed;
- Liaises with HQ for the effective and efficient usage of the FO’s telecommunications system; coordinates with the local telecom provider(s) for maintenance of international links and other communication facilities;
- Monitor staff’s personal use of ICT resources to ensure that such use is occasional, non-disruptive/non-material, reasonable, and compliant with ADB regulations; and
- Prepare standard and ad hoc report requirements; carry out IT audit recommendation(s) approved for implementation
Business Continuity and Asset Management
- Implement ADB’s IT disaster recovery plan for the FO; propose improvements and adaptations cognizant of local needs and conditions;
- Implement policies, procedures and standards according to OIST and OAS’s asset management frameworks;
- Maintain and safeguard a register of ICT assets aligned with OAS and OIST configuration management frameworks; update the inventory list of ICT equipment and assistwith equipment disposal according to applicable ADB administrative procedures and other OIST and/or OAS guidelines
- Support OIST in governance related audits/investigations
- Disseminate, implement and enforce ADB’s regulation on appropriate ICT asset use by FO personnel

Knowledge Management
  • Develop in coordination with OIST user-oriented training handouts, manuals, and instructions, according to FO personnel needs and local condition.
  • Train FO staff on standard ADB applications and software packages, IT security, use of hardware and software, data security, integrity and confidentiality, and use of IT assets and knowledge products; and
  • Assist in the maintenance of the FO website, C-cube’s Knowledge Management and File Management System; coordinate FO staff’s access to HQ information services and resources;
Others
- Support Finance and Administration functions such as procurement of ICT and electronic services and equipment in accordance with ADB procurement procedures and standards, records maintenance, commercial and accounting activities
  • Perform other tasks as assigned by supervisors and reflected in the incumbent’s work plan.

Educational Requirements:

University degree in Information Technology Sciences or equivalent. Advance studies and Specialized professional training in Information Technology would be an added advantage.

Relevant Experience And Other Requirements:

Work experience
  • At least 5 years of relevant work experience.
Technical Knowledge
  • Required: Windows Server 2003/2008 technical support; Windows XP and Windows 7/8 and user productivity tool support
  • Wide area networking for inter-office connectivity and Local area networking
  • Important: Lotus Notes technical support; Notes Domino technical support; Active Directory services; Internet usage, web-server technical support, Experience in working in a multi-cultural environment.
  • Useful: PABX, audio and videoconferencing; experience of coordination, supervision and training of computer users of a mid-sized automated office environment.
  • Effective report-writing and communication skills in English and the national language (as required)

  • Able to liaise and work effectively with vendors, consultants and IT service providers within own work location and with colleagues throughout ADB
