Transport Specialist - Asian Development Bank

Transport and Communications Division, CWRD, Central and West Asia Department

Job Purpose:

Identify, develop, implement and administer loans, technical assistance (TAs) projects, and non-lending products and services (NLPS) to contribute to ADB’s goal of reducing poverty. Contribute to the development of transport sector policy in developing member countries (DMCs) and evaluate project impact on poverty reduction. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Strategy and Planning
- Conduct policy dialogue with government officials in the transport sector including roads, railways, and transport logistics.
- Develop regional and country specific transport sector policies and strategies, and capacity building initiatives
- Provide information and analyses towards the development of strategies for the transport sector in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
- Participate in ADB’s subregional activities regarding transport network development, establishment of road funding arrangements, traffic safety improvement, and cross-border agreement.
b. Project Processing
- Participate in, and lead missions for the formulation and processing of loans and technical assistance (TAs) for the development of the transport sector, particularly on railways
- Review and advise on technical design of projects, implementation arrangements, cost estimates, and capacity of executing agencies
- Integrate ADB’s policies and guidelines in the design and implementation of transport sector projects.
- Provide advice to executing agencies on project preparation.
c. Project Management
- Manage loan and TA projects in the transport sector.
- Supervise project implementation and prepare project completion reports
- Review and advise on civil works and equipment specifications in tender documents, and evaluate prequalification and bids for contract packages financed by ADB
d. Policy and Project Evaluation
- Analyze transport sector and policies to ensure comparability to best practices and responsiveness to development needs of DMCs.
- Evaluate cost and benefits of projects as well as draw lessons for future projects.
- Evaluate the impacts of projects to ensure compliance with ADB’s environmental safeguards policies.
e. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences on the transport sector and other activities for advocacy, dissemination and knowledge building.
- Support DMC initiatives in building regional transport sector strategies and regional transport projects
f. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in transport/civil engineering, transport economics and/or business or other related fields; or University degree, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience in transport sector and in project administration
  • A university degree in economics, civil engineering or related fields; preferably at postgraduate level
  • Experience working in development in multiple countries
  • Thorough understanding of transport sector issues, loan and TA processing, and project implementation
  • Strong analytical abilities; and
  • Excellent oral and written communication skills in English
