Senior Project Officer (Urban Development) - Asian Development Bank

Job Purpose:

Provides support to the RM in the implementation and administration of loans and non-lending products and services including technical assistance (TA), in the urban sector. Contributes to project identification and development, and assists in carrying out policy dialogue with the government agencies for sector reforms and capacity building. Participates in generation and dissemination of knowledge products related to urban development.

Expected Outcomes

Sector Work

- Contributes information and analysis on urban development by independently conducting sector research, updating information on urban development and preparing reports on the subject. Maintains close relationships with relevant Government agencies, Headquarters staff and other key urban development stakeholders in the PRC.
- Supports the preparation of the Country Partnership Strategy for the PRC by providing support to the Urban Sector Roadmap and inputs to sections on social development.
- Actively participates in ADB’s Urban Community of Practice, taking up opportunities to participate in ADB urban events.
- Peer reviews EARD urban sector projects, as appropriate.
- Collaborates with the Urban and Social Sector Division and participates in divisional retreats and/or sector meetings through videocon or in-person, where feasible.
Processing and Project Management
- Contributes to the development and processing of urban loan and TA projects and integrates ADB’s policies and guidelines in the design and implementation of loan and TA projects. Participates in and takes responsibilities during loan processing missions and preparation of loan processing documents.
- Administers urban loan and TA projects, including conducting of regular, mid-term and completion reviews.
- Ensures the delivery of project outputs and outcomes as expected in the project design.
- Provides advice to executing agencies in resolving various issues during project implementation.
- Reviews executing agencies' actions in procurement and recruitment of consultants.
Explains ADB's Anti-Corruption Policy to executing agencies and assists in ensuring ADB projects are implemented with a sufficient degree of oversight and transparency to deter fraudulent or corrupt acts.
Country Portfolio Review Mission

- Participates in the annual Country Portfolio Review Mission and monitors the overall performance of urban sector projects. Prepares related pre- and post-mission documentation. Undertakes assigned special portfolio management activities (e.g. procurement reviews; sector reviews).
Policy Dialogue and Knowledge Sharing
- Contributes to policy dialogue with government officials in the context of project and TA processing and administration. Actively shares knowledge and disseminates information on ADB activities to development stakeholders and the public.
- Participates in and contributes to internal and external training and conferences on urban development and other activities for advocacy, dissemination and knowledge building.
- Assist the international Urban Development Specialist in implementing the knowledge hub on urban development in collaboration with Tonji University in PRC.
- Participates in and provides inputs to the activities of Regional Knowledge Sharing Initiative as needed.
Others
- Performs other tasks as assigned and reflected in the incumbent’s workplan to help meet collective organizational goals of ADB.

Educational Requirements:

Bachelor’s degree in Civil or Environmental Engineering, Urban Planning, or other related fields; preferably with Master’s degree or equivalent.

Relevant Experience And Other Requirements:

Work experience
- At least 8 years of relevant professional experience in project development and administration in the urban sector, government services at an administrative level, or related areas, and at least 4 years of supervisory experience.
Technical knowledge
- Demonstrated expertise and experience within the assigned sector
- Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable
- Sound knowledge of government administrative systems and procedures
- Familiarity with accepted best practices of procurement and disbursement processes
- Effective report-writing and communication skills in English
- Strong oral and written communications skills
People and leadership skills
- Able to mentor junior National Officers (NO) and Administrative Staff (AS) to facilitate work planning, delivery and quality review
- Able to liaise and work effectively with government officials within own work location
- Able to work collaboratively with teams as a constructive team member.
