Research/Monitoring & Evaluation (M&E) Manager - Jordan Humanitarian Information Service (HIS)
NOTE: This position will only be hired pending full receipt of funding. Anticipated Duration: 12 months. Start date is anticipated to be Feb 2013.

 
Background:
Working in partnership with a local media network, the Jordan Humanitarian Information Service (HIS) project aims to address communication gaps between refugee populations living in Jordan and humanitarian organisations by providing essential life-saving information that informs, protects, empowers, facilitates dialogue for target audiences of Syrian refugees, focusing on those moving in the Zaatari camps, but also those in urban areas. This project will also assist the humanitarian community to be more effective, transparent and accountable by enabling communities to better understand aid operations, access relief services and communicate with aid providers.
The project will train local reporters and soon-to-be reporters from both the refugee and host communities. The radio programme will be produced and broadcast in partnership with a local media network and Internews in Amman. The radio programme will then expand its coverage to other areas of interest, trying to foster community participation through mobile technology, social media and other innovative interventions.
Scope of the Work:
The Research/Monitoring & Evaluation (M&E) Manager (RMEM) will contribute to the Jordan Humanitarian Information Service (HIS) in the following capacities:
  • Design tools for roll out of audience research and M&E tools for the effective implementation of this project, as required and in coordination with Internews M&E standards. This includes designing, conducting and reporting on learning reviews to capture lessons learned and best practices during the life of the project, as required. A final brief best practices and lessons learnt document will be produced before the end of the assignment.
  • Hire, train, mentor and supervise a local research and assessment team in the Zaatari camp and supervise the work of a local research company (i.e. subcontract) in conducting audience research with Syrian Refugees in urban areas using mobile phone with data collection software.
  • Analyse, produce, and strategically disseminate and present user-friendly, results-oriented reports on the findings of the assessment studies to be shared widely in country and to larger audiences.
  • In coordination with the Humanitarian Liaison Officer, share and present the results (i.e. reports) of these assessments with the humanitarian community, government officials, local media and other media development partners as required, through presentations and/or email and social media.
  • Provide key guidance to other organizations on developing and operationalizing protocols/instruments for on-going assessment, as time permits.
  • Compiling regular situation reports on the outputs and activities of the Research and M&E work.
  • Producing regular multimedia materials (i.e. blog posts, photos, podcasts, etc.) documenting the life of the project for external audiences, as required.
  • Contributing to overall written program reporting, including fundraising efforts, as required.
  • Liaising with international media and promote the project Internews' work, as required.
  • Any other duties as required.
 
QUALIFICATIONS:
  • Fluency in spoken and written English. Arabic will be an asset.
  • Proven research design and implementation skills, including in approaches to evaluation.
  • Proven experience conducting reviews and evaluations of communications projects and studies, particularly overseas, across multi-disciplinary projects and in complex environments.
  • Extensive experience working in relief operations in challenging environments, preferably in the Middle East.
  • Strong command of qualitative and quantitative research design and data analysis techniques including use of packages such as Atlas, (or Nudist or NVivo) and SPSS (or Epi-Info, SNAP, SAS), as appropriate.
  • Ability to train, mentor, and manage teams of local researchers, including newcomers to the research sector.
  • An understanding of the vision/mission, core values and objectives of Internews.
  • Excellent administrative and organizational skills.
  • Willingness to work in demanding, stressful, and, at times, dangerous situations under difficult living conditions with respect for basic security rules.
  • Psychological resilience and a sense of humor.
  • Relevant university degree.
Desirable:
  • Knowledge of citizen journalism and familiarity with ways to leverage social media will be an asset, as will knowledge and experience of mapping and crowd-sourcing and mobile technology software.
