Remote Sensing/GIS Specialist, Monitoring Support Project, Afghanistan - MSI

Project/Proposal Summary: 
This forthcoming project will assist USAID/Afghanistan to monitor its portfolio of development assistance projects once military support or assistance becomes more limited or non-existent. The project will likely involve innovative techniques that cover a broad range of technological sophistication.


Position Summary:
The Remote Sensing/Geographic Information System (GIS) Specialist, likely based in Kabul, will report to the project’s Chief of Party and oversee the crucial technical, staffing, and management aspects of the Remote Sensing/GIS aspects of the project. The Specialist will serve as the technical point of contact with USAID/Afghanistan project managers, senior MSI technical leadership for the project in Washington, D.C., as well as with possible MSI project sub-contractors involved with Remote Sensing/GIS.

Responsibilities:
• Manage, provide technical advice, and monitor all project efforts involving remote sensing and its interface with GIS/MIS development and use;
• Utilize passive and active remote sensing data from commercial and proprietary sources to monitor USAID/Afghanistan projects, including but not limited to those involving infrastructure development (roads, schools, clinics, utilities, and other government facilities), agriculture, and natural resource management;
• Work with locally-hired Afghan project staff and/or consultants to develop their remote sensing and GIS capabilities.

Qualifications:
• Expertise in using satellite and airborne collection platforms including using LiDAR and multi-spectral data with image processing software;
• Experience using desktop and server-based GIS and RS technologies to produce analytic products;
• Ability to act as an effective bridge between non-technical policy makers and sub-contractors to compose effective, holistic solutions to meet the client’s needs;
• Willingness and ability to visit project sites in the insecure operating environments throughout Afghanistan;
• Degree in GIS, geography, civil engineering, image science, or related field required; and,
• Excellent English writing skills and speaking ability.
