Project Officer - Communications with Affected Communities - Internews - Lebanon

Internews is one of the founding members of the Communicating with Disaster-Affected Communities (CDAC) Network (www.cdacnetwork.org), a groundbreaking cross-sector collaboration between aid agencies, UN organizations, the Red Cross Movement, and media development organizations that recognizes information and two-way communication as key humanitarian deliverables.
In January 2010 in Haiti, OCHA tasked Internews with leading the first deployment ever of the CDAC Network. For almost two years, CDAC Haiti brought together experts in outreach and communications and humanitarians in a collective effort to improve a two-way communication flow between the humanitarian community and affected populations.
In Lebanon, UNHCR, in partnership with Internews, wants to strengthen the quality of the humanitarian response to the Syrian refugee crisis through setting up a multi-sectoral, coordinated information and communications strategy with affected communities.
This initiative will feed from the expertise accumulated by Internews in Haiti over almost 2 years, a 3-month pilot in Pakistan post 2010 floods, and its experience as member of the Steering Committee of the CDAC Network.

GENERAL FUNCTION
The Project Officer for the Communications with Affected Communities project will have as primary function to design and roll out the multi-sectoral, coordinated communications strategy for refugees and local populations.
SCOPE OF WORK:
  • In close consultation with partners: design and carry out a comprehensive multi-sectoral, coordinated information and communication strategy and campaign for Syrian refugees in Lebanon.
  • To design the strategy and the campaign, work with humanitarian organizations in Lebanon who are UNHCR partners to understand the communication and information needs.
  • Contribute to the communication strategy of the office including to the information management strategy. Help produce and disseminate regular and relevant information to be placed on the web-portal or other communication medium.
  • Link or consider joint-implementation with a local communication agency to ensure outreach, continuity, follow-up
  • Recommend and develop communication solutions through new technologies (Frontline SMS, Mobile Apps, etc)
  • Ensure representation and active participation of the communication with affected communities component at key relevant meetings.
  • Advocate with national and international humanitarian personnel and civil society organizations active in the response to promote the two-way exchange of information between humanitarian actors and the affected population.
  • Provide input for regular (e.g. weekly, bi-weekly) reports on the status of the project to Internews and UNHCR and to CDAC Network, as required. 
  • Provide management oversight of all financial operations of this operation in Lebanon in collaboration with a local Accountant and Internews Finance Department.
  • Ensure reporting to UNHCR and any other donors is undertaken in a timely and professional manner.
  • Take part in regular telephone conference calls with Internews HQ.
  • Any other duties as required.
 
QUALIFICATIONS:
  • Proficient in English.
  • Fluency in Arabic highly desired.
  • Extensive experience working in relief operations in challenging environments.
  • Field experience in designing and conducting information campaigns for displaced population
  • Proficient knowledge of the mandates and modalities of the international humanitarian sector and refugee situations.
  • Track record in leadership, coordination, organizational development and the ability to turn strategy into action.
  • Excellent negotiation and facilitation skills.
  • Proven interpersonal and networking skills with international organizations and donors.
  • Experience of communications, particularly in humanitarian contexts.
  • Knowledge of media, including developing world media.
  • Knowledge of citizen journalism and familiarity with ways to leverage social media will be an asset, as will knowledge and experience of mapping and crowd-sourcing and mobile technology software.
  • Ability to work collaboratively as part of a team in a challenging and a highly fluid environment; ability to plan for flexibility at a program design level and to handle constant changes;
  • Team-building skills, conflict resolution experience and ability to manage a diverse staff.
  • Relevant university degree or equivalent experience.
  • Must be computer literate; relevant experience gained from a new media background will be an added advantage.
  • Psychological resilience and a sense of humor.
  • Proven ability to live and work in challenging physical conditions.
