Health Specialist - Asian Development Bank

Job Purpose:

Promote the implementation of ADB’s health and social protection agenda. Provide support to operations departments in the formulation of sustainable health financing and private health elements of country partnership strategies, and identification, design, implementation and monitoring of health projects. Serve as ADB focal point on health insurance, public private partnerships and social impact investing for health. Support RSGS in managing HIV/AIDS activities, and help operations departments to rationalize and integrate health and safety considerations into projects (e.g., road safety) and to mitigate communicable disease impacts from ADB operations. Contribute to planning and coordination of sector policy work and knowledge products, and to the Health COP and its Secretariat. Ensure that ADB health activities are based on current evidence of impacts and cost-effectiveness to the extent possible. Support ADB project officers and staff in contributing to the knowledge basis for health development. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Policies, Strategies, and Frameworks
  • Contribute to the preparation, implementation and monitoring of strategies, operational plans and guidelines on health, including sustainable financing and private health sector.
  • Review ADB strategic and project documents from the health and social protection perspective to ensure proper due diligence and promote good practices.
  • Provide senior staff and Management with strategic information on health and social protection to improve ADB operations.
b. Operational Advice and Support
  • Provide support to operations departments in the preparation of health and social protection projects, including projects and components addressing health insurance, .
    - Advise operations departments on the incorporation of health and social protection elements into country partnership strategies.
  • Work with CoPs and operations departments to mainstream health and social protection considerations into planning and projects in other sectors, including infrastructure and education.
  • Lead and/or support development and implementation of regional projects and activities related to health and social protection, including regional technical assistance projects and regional grant funds.
c. Knowledge Management
  • Assist in managing knowledge on health and social protection, including social health insurance, issues.
  • Develop knowledge products, services and partnerships to implement ADB’s health-related objectives.
  • Participate in external networks, and contribute to knowledge sharing and harmonization efforts through workshops, forums, external publications, and other vehicles/events.
  • Contribute to the work of the Health CoP, and to the management of its Secretariat.
  • Provide technical inputs to committees, task forces, and other informal and formal groups as assigned.
  • Contribute to development and delivery of training courses, particularly on sustainable financing for health services and private health sector.
  • Contribute to investment case methodologies and activities for maternal and child health.
d. HIV/AIDS Fund Management
  • Manage ADB’s HIV/AIDS Cooperation Fund through 2015.
  • Organize annual reviews and overall work planning for the Fund, including preparation of reports.
  • Monitor replenishments and disbursements of the Fund, and communicate regularly with project officers regarding implementation.
e. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

  • Master’s degree, or equivalent, in Economics, Public Finance, Health, Medicine or Health-related Social Sciences or related fields. University degree in Economics, Medicine, Public Health, or Health-related Social Sciences or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in health finance, including health budgeting, health policy reform, public-private partnerships, investment models for public health, health issues affecting the poor
- Familiarity with operations, policies and procedures of development agencies engaged in the health sector
- Familiarity with private sector role in meeting health objectives through project activities or medical work experience
- Excellent oral and written English communication skills
- International experience working in several countries
  • Strong analytical skills as evidenced through publications and/or business writing samples
  • Knowledge of information and communications technology (ICT) innovations in health a plus.
