PURPOSE OF POSITION:

Program Director is responsible for the management of the IT enterprise PMO function. They facilitate the initiation of complex technical programs to ensure the development of detailed work plans, schedules, project estimates, resource plans, and status reports for each project within a program. They establish, implement, develop and control best practices for IT project management throughout the IT organization using the Prince2 methodology. This includes defining and documenting all policies and processes of project lifecycles in order to deliver these projects according to plan and within budget. The Program Director will also create formal methodologies for defining project key performance metrics and allocating resources based on project priorities, as defined by opcom (World Vision’s IT governance board) and project definition.


KEY RESPONSIBILITIES:


      RELATIONSHIP MANAGEMENT:
    • Develops and maintains productive working relationships with business owners, program sponsors, vendors and key clients.
    • Provides strategic guidance and insight for projects that are mission or business critical.

      PROJECT PLANNING:
    • Leads and manages the setup of the program through to the delivery of the new capabilities, realization of benefits and program closure.
    • Plans and designs the program and proactively monitors its overall progress, resolving issues and initiating corrective action where appropriate.
    • Identifies project dependencies at a program level.
    • Reviews and consolidates all project plans developed for each project within a program.
    • Manages effects on related sub-projects.
    • Works with the leadership team to ensure highest priority and highest business value projects/programs are staffed appropriately.
    • Facilitates the gathering of information required to estimate program cost, resources, time and deliverables.
    • Prepares all project management baseline products.
    • Prioritizes efforts for those programs that will be broken down into multiple projects.
    • Ensures that the program outcome reflects the goals of the client.

      CONFLICTS/PROBLEMS:
    • Negotiates conflicts and resolves issues that arise.
    • Acts as a mediator between stakeholders and team members.
    • Resolves any issues and solves problems throughout the project life cycle.

      RESOURCE MANAGEMENT:
    • Manages all members of the project and program management center of competency.
    • Identifies, secures, and coordinates implementation of internal and external resources and expertise as appropriate to achieve program objectives.
    • Works with other Project/Program Managers in order to effectively align resources across projects.
    • Negotiates changes in project resources as necessary to achieve objectives and timelines.
    • Collaborates with functional areas in the supervision of project personnel, which includes work allocation, training, and problem resolution.

      PROCUREMENT PLANNING:
    • Assists with identifying which resources need to be procured outside the organization.
    • Describes technical or other issues that need to be considered and assists in the development of Statement of Work (SOWs).

      VENDOR PERFORMANCE:
    • Evaluates and oversees vendor activities.
    • Provides advice and counsel to the vendor decision-making, contract development processes, or issues.
    • Works with vendors on escalated issues.

      RISK MANAGEMENT:
    • Identifies the elements of risk in a project.
    • Analyzes and prioritizes project risks and assesses its potential impact to client.
    • Develops and maintains risk plans, processes and systems in order to mitigate risk, with assistance.
    • Maintains issue list, proactively escalating issues to project and departmental leadership to mitigate risk.
    • Recommends and takes action to direct analysis and solution of problems.

      BUDGET:
    • Manages the program’s budget, monitoring the expenditures and costs against benefits as the program progresses.
    • Estimates costs associated with a projects/program including physical, financial and human capital costs.
    • Integrates cost baselines from multiple projects into overall program cost budget.
    • Refines project/program cost estimates and confirms funding sources.
    • Monitors and controls the actual cost of a project versus the budget.
    • Defines and evaluates factors that may potentially cause cost changes.
    • Conducts in-depth root cause analysis of project/program budget.

      POLICIES, PROCEDURES, AND STANDARDS:
    • Develops/ communicates project management standards and best practices.

      COMMUNICATIONS:
    • Advises leadership and/or business executives at the highest levels about the project portfolio, status and resource planning.
    • Assesses the effectiveness of the interaction and communication with the client and project team.

      COACHING/MENTORING:
    • Provides leadership, guidance and mentoring to Project Managers and team members.

KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Bachelor’s degree in related field, specialized training or equivalent work experience.
    • Typically requires 10+ years of IT and business/industry work experience, with at least 3 years of leadership experience and 5 years in managing projects.
    • Willingness and ability to travel domestically and internationally, as necessary.

      PREFERRED:
    • Strong familiarity with project management software
    • Strong familiarity with budgeting estimating and assessing project risk
    • Experience in developing and deploying project best practices, policies procedures and processes.
    • PMP certified
    • Prince2 certified
