General Minimum Requirements

The general minimum requirements for working with the OSCE are:
  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:
  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses in relevant field and specialized subject area
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:
Mandatory:
  • Substantial knowledge of policing and community security methodology
  • Knowledge of International Police Standards and human rights
  • Project management experience
  • Experience in drafting reports
  • Law enforcement development experience within the Commonwealth of Independent States (CIS)
  • Knowledge of regional political developments, legislative and police reform issues in Central Asia
  • Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions
  • Strong analytical, organizational, communication and interpersonal skills
  • Flexibility and ability to work under pressure and within limited time frames
  • Cultural sensitivity and judgment
  • Professional fluency in the English and Russian languages, both oral and written
Desirable:
  • Knowledge of the OSCE principles and commitments

Tasks and Responsibilities

The Co-ordinator of Police Affairs provides project co-ordination advice and assistance to the Head of Police Affairs on strategies and plans how to assist law-enforcement agencies in developing and supporting the implementation of all police-related activities.
Under the direct supervision of the Head of Police Affairs, the incumbent:
  1. Assesses and reports on law-enforcement relations, including the drafting of relevant background reports, food-for-thought papers and inputs to the Centre's regular reporting regarding the impact on OSCE police-related activities;
  2. Contributes to defining the strategy and necessary resources for the all police-related activities through the Programme Budgeting process;
  3. Implements and evaluates all projects covering police-related activities;
  4. Supports the Head of Police Affairs in ensuring the full implementation of all police-related activities in compliance with the OSCE's Common Regulatory Management System (CRMS);
  5. Supervises the work of two staff in the Programme;
  6. Identifies local and international stakeholders relevant for the fulfilment of the programme and maintains regular communication with them;
  7. Performs other duties as required.
