Job Purpose:

Lead the planning, implementation and supervision of the Human Resource Information Service Unit’s (BPIS) vision, goals, strategies and work plan. Oversee the quality of work and ensure the achievement of objectives of the unit. Direct BPIS’ efforts in assisting clients on HR matters and provide standardized HR services as well as HR information and analytics. Lead and provide guidance on day-to-day operational issues and compliance with ADB policies.

Expected Outcomes

a. Leadership and Strategic Management
- Establish and cascade the unit’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals, departmental goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long term goals and annual objectives for the unit.
- Provide leadership in HR Information, HR Analytics and HR Systems by contributing new or innovative approaches to HR operations to attain the optimal efficiency and customer satisfaction, and providing feedback to the Business Partner Division (BPHR) as well as Policies and Programs Division (BPPP).
- Ensure effective day-to-day operations of the unit in terms of planning, policy and procedures adherence, quality control, budget and human resources management.
- Facilitate effective internal communications and fostering a workplace environment conducive to achieve high staff morale and motivation.
b. Human Resource Information and Services
- Oversee the HR information management and provide HR information and analysis to various stake holders including Board and Management.
- Oversee the design, development and the administration of the HR Systems.
- Oversee the standardized HR operations, administrations of compensation and benefit matters, including Staff Retirement Plan, insurance programs, health services, and others.
- Provide advice and guidance to Management, senior staff and individual staff on operational matters related to HR, compensation and benefit.

c. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
- Manage budget and resource allocation for the unit.

Educational Requirements:

Master's Degree, or equivalent, in Human Resources, Organizational Development, Industrial Psychology, Business Management, Finance, Economics or related fields. University degree in one of the above fields combined with specialized professional experience may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant professional experience and effective management of HR, preferably including business process management, systems design, development and administration, ideally development finance organizational experience;
- Understanding of international operational policies and programs, and extensive exposure to its operations are highly desirable;
- Ideally having operated at a supervisory level within HR Service Center, which is in charge of HR business processing; possesses practical hands on experience in streamlining business process as well as HR system design and development; and equipped with profound knowledge of HR data and analytics.
- Highly skilled and experienced professional with a good working knowledge of an IFI's HR management policies, programs and procedures;
- Ability to liaise with all levels of management, the Board and governments concerning HR issues;
- Proven management and leadership qualities
- Excellent interpersonal skills to lead and manage a team of highly qualified professional staff, national officers and administrative staff; and an appreciation of issues in a multicultural environment including gender issues and challenges
- Excellent oral and written communication skills in English
- International experience working in several countries
