Senior Project Officer (Water Supply and Sanitation) - Asian Development Bank - Seoul, Korea

Job Purpose:

To actively contribute to the Resident Mission (RM) by handling loans/technical assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, covering both public and private sector operations, with focus on areas relating to water supply and sanitation, and wastewater treatment. Take the lead role in the administration of assigned loans and TAs.

Expected Outcomes

Sector Work
Contributes to sector work in the field by independently conducting sector research, updating information on the water supply, and wastewater treatment. Acts as the sector focal point for assigned sectors and maintains close relationships with relevant Government agencies and Headquarters staff.
Project and TA Preparation and Appraisal
Develops a thorough understanding of ADB policies related to project processing. Provides support to, and as assigned, participates in the fact-finding and appraisal missions of projects and provides written inputs; provides sector information as required; follows up issues for fact-finding, appraisal, negotiation and Board presentation; and provides support for carrying out policy dialogue with the government on policy matters and institutional issues. Provides comments on report and recommendation of the President (RRPs) for the projects in the sector.
Project and TA Administration
Administers the implementation of ADB-financed projects and TAs delegated to the RM to ensure effective implementation, including: (i) monitoring the progress of assigned projects and preparing project performance reports; (ii) preparing annual forecasts of contract awards and disbursement, identifying factors responsible for shortfalls, and expediting achievements of target levels; (iii) identifying and analyzing issues related to project implementation through interaction with executing agency (EA), contractors, consultants, and project beneficiaries; preparing measures to address the issues and implementing the measures; (iv) reviewing bid evaluation reports and preparing internal procurement papers; (v) preparing internal papers and correspondences for extension of loan closing dates and reallocation of loan proceeds; (vi) providing the EAs advice on ADB's Anti-Corruption Policy; (vii) providing advice to government ministries/departments and concerned agencies on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc.; (viii) reviewing, as required, internal and external papers related to the sectors and preparing comments/suggestions; (ix) reviewing and assessing impact of intervention being undertaken under ADB-financed projects/TAs; (x) maintaining up-to-date knowledge base of future government investment plans and approval processes, organizational structure and policies relevant to the assigned sectors; and (xi) preparing Project Completion Reports for delegated projects and TA completion Reports as assigned.
Other Operational Support
Helps organize, contributes to, supports, and participates in meetings, conferences, seminars, and workshops, including Country Programming Missions and Country Portfolio Reviews.
Maintains close cooperation with other donors and undertakes meeting and consultation with them, especially in respect to sector partnerships, as and when required.
Produces reports, as required, on the tasks undertaken in relation to the above.Performs any other duties, as needed, and as reflected in the incumbent’s workplan, to help meet collective organizational goals of ADB.

Educational Requirements:

Bachelor’s degree in field of specialization, or area of responsibility, preferablywith Master’s Degree or equivalent.

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years of work experience in project related work, multiple sector work preferably in urban development and water sector, administrative systems and procedures; and at least 4 years of supervisory experience.
Technical knowledge
  • Sound knowledge of water supply, wastewater treatment, solid waste management and urban development sectors and related subsectors.
  • Experience and knowledge of various stages of the project cycle (project planning/feasibility analysis/detailed design/project implementation/construction supervision/contract management) is desirable.
  • Sound knowledge of government institution/administrative systems/procedures in the water supply, wastewater treatment, solid waste management and urban development sectors and related subsectors is desirable.
  • Knowledge of social safeguard and environmental issues including community participation issues will be an advantage.
  • Should have strong client focus and high level of commitment to results.
  • Sound knowledge of government procurement procedures and the administrative, political, development issues specific to the individual countries
  • Effective report writing and communication skills in English and national language.
  • Proficiency in word processing, PowerPoint, spreadsheets analysis and information technology.
  • Familiarity with local languages and institutions.
  • Strong conceptual skills and ability to identify issues and appropriate action at the field office level.
  • Strong planning and organizing skills to work independently and handle a multitude of tasks under given timelines.
