Job Purpose:

Lead Indonesia Resident Mission (IRM) country programming, strategic planning and updates related to the Country Partnership Strategy (CPS) and Country Operations Business Plan (COBP). Ensure consistency of country programming and strategic planning with Indonesia’s development plans and ADB’s medium and long-term strategic frameworks. Serve as focal point on operational matters related to the implementation of the CPS and COBP. Maintain regular consultations with concerned Government of Indonesia (GOI) counterpart agencies on matters pertaining to country programming and strategic planning. Undertake coordination activities with development partners and other stakeholders to ensure effective programming, strategic planning and policy dialogue. Provide support for regional cooperation initiatives and to sector divisions in the identification, design, processing and administration of loans, technical assistance (TA) projects, and other non-lending products and services. Carry out economic, sector and thematic work in support of innovative knowledge solutions. Assist in external relations activities as required. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

a. Country Programming and Strategy Planning
  • As the Country Team Leader, lead country programming and ensure alignment of CPS with Indonesia’s development plans and ADB’s medium and long-term strategic frameworks and guide country team members in the execution of their assigned work.
  • Lead the formulation and implementation of the CPS and annual COBPs in close coordination with government clients, other development partners, private sector, civil society, and Southeast Asia Regional Department (SERD) and other Headquarters (HQ) Departments and Offices.
  • Ensure that CPS and COBPs are prepared in line with the consultation process requirements of ADB.
  • Contribute to the formulation of ADB's operational strategies and programs for the region and country specific operations.
  • Identify and conceptualize key policy issues to be addressed in ADB's policy dialogue.
  • Conduct the required dialogue with GOI officials.
b. Loan and TA Processing and Administration
- Take the lead or assist in the processing of loans and /or relevant TA projects under the responsibility of IRM as required.
- Support SERD sector divisions in and substantially contribute to the design, processing and administration of both delegated and non-delegated loan and TA projects as required.
- Assist executing and government agencies in resolving project/program implementation problems in coordination with sector divisions and IRM staff.

c. Economic, Sector and Thematic Work
- Lead the preparation and updates of country strategy and sector notes as part of the knowledge management program of IRM.
- Conduct the assessment of economic, social and sectoral issues in Indonesia in support of the development of strategies and programs, including policy reforms, institutional improvements and investment programs.
- Provide contributions in undertaking economic, sector and thematic work to prepare economic/programming related studies and periodic reports on the state of the economy and specific issues as required.
Support the preparation of the Asian Development Outlook (ADO) and ADO Update chapters as required.
- Review and strengthen analytical and knowledge-related work to ensure quality of operations and publication, including TA Reports
- Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

d. Development Partner and Stakeholder Coordination
  • Establish and maintain cordial and effective relations with senior government officials and serve as the principal communication link between Indonesia and the ADB in resolving programming issues.
  • Serve as the focal point for development partner donor coordination and cofinancing
e. Regional Cooperation
  • Support HQ staff in supervising regional cooperation initiatives in Indonesia and knowledge-related work.
  • Ensure effective coordination with the ASEAN Secretariat in Jakarta.
f. Staff Supervision
- Take the role of team leader and supervise the work of team members, as required.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

Master's degree, or equivalent, in economics, public policy, public administration, business or other related fields University degree in economics, public policy, public administration, business or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 10 years of relevant professional experience in development planning and policy formulation, implementation and coordination, or related area as well as in project administration.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries.
