North American Representative Office, Strategy and Policy Department

Job Purpose:

Oversee the prioritization, planning and implementation of the North American Representative Office’s (NARO‘s) strategies and work program in support of ADB objectives, and ensure maximum efficiency, relevance and impact of NARO‘s outreach activities in the United States and Canada. Raise ADB’s profile and help strengthen the United States and Canada's support to ADB through (i) continued engagement with government decision makers, opinion leaders and key development partners, (ii) selective participation on behalf of ADB in high level meetings and conferences, (iii) enhanced relations with top-tier national media in coordination with the DER media team, and (iv) support to Management and ABB-wide activities. Keep Management informed of ADB-related developments and challenges in the United States and Canada. Manage a range of long term issues of strategic importance and with long term implications for the direction and performance of ADB.

Expected Outcomes

a. Leadership and Strategic Management
- Establish NARO‘s strategic objectives and key result areas (KRAs) with Management guidance.
- Oversee the prioritization, planning and implementation of NARO‘s work plan based on audience mapping.
- Oversee, monitor and report the quality of outputs, achievement of annual objectives and long term goals.
- Raise ADB’s reputation as a strategic partner and knowledge institution through adequate representation.
- Manage and report strategic issues with long term implications on the United States and Canada's support to ADB.
- Reconcile and manage conflicting priorities and expectations to achieve ADB‘s strategic objectives.
- Use high level negotiating and political skills to work effectively with a large range of stakeholders.
b. External Relations
- Build up positive and trusted relationships with the United States and Canadian government decision makers.
- Improve awareness of ADB activities among the United States and Canada's opinion leaders and key development partners.
- Engage top-tier national media proactively and organize outreach for ADB Management and senior staff.
- Oversee ADB relationships with other targeted audiences (e.g., business associations, think tanks).
- Foster knowledge of the private sector/business community in the United States and Canada concerning trends and opportunities in the Asia-Pacific region and ADB activities.
- Oversee the gathering of information in the United States and Canada on official development assistance policy directions and priorities on resource allocations and on developing Asia and the Pacific.
- Oversee and strengthen ADB’s relationship with selected multilateral institutions based in the United States and Canada.
c. Office Operations Management
- Ensure effective coordination and cooperation with ADB departments/offices and internal stakeholders.
- Undertake the performance management of the office, and promote staff engagement and development.
- Manage existing staff and budget allocations efficiently, and anticipate future office resource requirements.
d. Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of work and office achievements.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

- Master's Degree, or equivalent, in Economics, Finance, Business Administration or related fields; or University degree in Economics, Finance, Business Administration or related fields; combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant professional experience
- Broad-based exposure to strategic planning and policy, and operations of multilateral development and financing institutions
- Demonstrated experience in managing high-level negotiations with member governments, particularly donor countries
- Proven interpersonal, cross-cultural and negotiating skills, with ability to liaise effectively with senior staff, Management, and senior government officials
- Excellent oral and written communication skills in English
- International experience working in several countries
